Eru Ilúvatar Is the creator. It is also not quite accurate to call the Valar a “pantheon.”
Tolkien was a devout Catholic, and sought to create a Catholic mythology. You have your one god, Eru Ilúvatar, Archangels under him, the Valar (including Melkor as a Lucifer parallel), and the Maiar as the angels under them. A pantheon is a collection of gods - and while many inaccurately might consider the Valar gods, Tolkien was very clear on his motivations and his desire to have only one true god in his world akin to Christianity.

The Valar are not gods, but envisioned by Tolkien as beings akin to archangels. Tolkien was a devout Catholic and made it very clear his world was monotheistic. As such, the use of the word “pantheon” to refer to the Valar is not technically correct. “Host” - the term for a collection of angels - would likely be the more accurate phrase.
