Who is the artist? Can we commission work from them as well? I feel like my Legacy character, Lars (and I guess his friend Gronk...) needs to be brought to life.

The artist is Ramon Puasa, Jr. You can find his deviantart account here, if you want to contact him regarding commission work.
What I did was I posted on the DA forums saying that I was looking to commission someone. Got 20+ people replying in the first couple of hours giving samples of their past work, and I followed up with a couple of them in private to discuss pricing / level of detail / etc. In the end, I went with the artist above.
