I'm guessing "up from up and down from down" means more than 2 letters but fewer than 4. Could also mean it starts with a letter between D and U. "In the middle goes all the way 'round" sounds like the middle letter is O. I'm sure there are other words which satisfy these requirements but I'm too lazy to figure them all out. Mom works.

It's "toe." T is the letter before U -- up from "up"; E is the letter after D -- down from "down."
