Why? Mostly because of this thread, and because I want them to exist. There's no arcane gish class in 5e, and no "witch/occultist" class in 5e.
How? Lots of work, lots of time, lots of feedback, and lots of practice. It's really not impossibly difficult if you're experienced enough to know the balance of the game and how to design features. It's a mix of skill, time, imagination, and assistance from the community. If you find the time to check them out, I would appreciate it!

i made a really cool gith warlock who made a pact with a mind flayer, but still have not gotten a chance to use it, as i usually DM.
That sounds awesome, it certainly deviates from the norm considering the gith's history with mind flayers but that makes it all the more interesting.
Currently working on a Variant Human Hexblade Warlock. He's technically a half dragon as his mother is an ancient shadow dragon but I'm using the Shadow-Touched and Aberrant Dragonmark feats to showcase his draconic heritage. His mother is his patron.

Both of those sound awesome! The Gith Warlock sounds amazing, they're a traitor to their own race (so, basically an evil, aberrant version of Drizzt Do'Urden).I like the Hexblade Warlock idea, too. Once you get Pact of the Blade, when you summon a bladed weapon, it should look like a shadowy dragon claw. If it's a piercing weapon, it should look like a dragon's tooth. If it's bludgeoning, its hilt could be covered in dragon scales. Just some thoughts (ignore these if you don't like them).

Oh most definitely, I've been working on how to reflavor the subclass to be more draconic and shadowy. His eldritch blast summons shadowy dragon head that shoot black/purple bolts of energy from their mouths. The specters are going to be in the shape of shadowy dragon shades. I'm taking the Summon Shadowspawn spell to summon another shadowy dragon. Taking the Tomb of Levistus which will be his mother's shadowy ice powers protecting him (Still deciding if she will be a Shadow Silver or White dragon, love my cold dragons) and Cloak of the Flies which will be reflavored as a shadowfell aura. It's going to be awesome!
