2. For the stats or HP, definitely stats. There's the stuff the others said-- plus, with practically infinite Charisma you could gaslight the (gp) out of people.

Then there's Dexterity. First in initiative, and you can't get hit by anything less then a Nat 20 like the others said.
Strength means you can probably just do a forceful stomp and open a gateway to the underworld or something.

Nt the way, I was looking at the Eldritch Lich and thought it's an inspiration for your Gibber Warlock. One of it's abilities creates a gibbering mouther in its service which I think fits for a 1/day ability.
