Can one be stabilized after being decapitated with spare the dying if so can a Ring of Regeneration regrow the head? I haven't found the answer on the internet and just curious of the implications but more the rules on it.
Spare the dying and regenerate do not work on corpses. If the creature is capable of being alive without a head, then sure. If not, then these spells won't help.
I'd allow a revivify to work with regeneration. Save you a resurrection at least.

if the character is decapitated, I would say they are dead and cannot regenerate, so the ring would do nothing.

"Decaptiation" means "I want you to be obviously and irreversibly dead." There's no other reason to narrate a PC death that way.
