So I may be misunderstanding, but it appears that with the strixhaven subclasses that you dont get access to your full subclass features that you should at appropriate level. ex. at 14th lorehold you can either have your 14th level ability or your 10th level ability but not both. If this is correct, that seems very very weak for subclasses. Which is why I have to be wrong here in my thoughts....right?

The reason why it is worded that way is because not every class gets their subclass features at the same level.
Bard subclass features: 3, 6, 14
Druid subclass features: 2, 6, 10, 14
Sorcerer subclass features: 1, 6, 14, 18
Warlock subclass features: 1, 6, 10, 14
Wizard subclass features: 2, 6, 10, 14
Druids, Warlocks and Wizard's subclass progression lines up with these new cross class subclasses and would therefore get all the subclass features in order.
For Sorcerers though, since their third subclass feature comes at level 14 instead of 10 like the others, they can choose to take the 10th level feature or the 14th level feature first and then get the remaining feature at level 18.
Only Bards get the short end of the stick here. They only get three subclass features in total, so when they get to 14th level, the must choose from the 10th and 14th level feature and will not get the remaining one.

Bards don't get shafted because they get more base class features. They rely less on subclass features than other classes.
