Would a Blink dog ever be able speak sylvan? I don't know why it understands but can't speak it unless it's that it's physically unable to make the sounds sylvan requires.
It is kind of understandable since dogs in general can understand commands in any language but can't speak.

But I always thought for dogs that they don't actually understand the contents of what you're saying more you train them to associate a sound you make with an action they do but with the entry for blink dog it makes me think that they can understand the meaning of what you say rather than just that you said something it's been trained to recognise
They have an intelligence of 10. That's as much as the average human peasant. I'm pretty sure they can understand the language. I'm thinking like Mouse from the Dresden Files.
10 is average humanoid intelligence regardless of class. Being a noble doesn't make you smarter. Your intelligence score determines your abilities to learn, understand, make logical deductions, and memorize/recall. Having more education doesn't necessarily increase your intelligence. Plenty of dumb nobles out there.
Re: why the dog can't speak, I would assume it is because it lacks the physical ability to form words. When it says ther understand Sylvan, it means they fully comprehend the nuance of the language beyond simple commands. They are likely sentient, self-aware beings.
It occurred to me that Nugget is actually probably smarter than Grog, and now I desperately want to see a one-shot team-up, with someone doing Nugget's internal monologue (maybe Talesin doing Percy with the noble pomposity turned up to eleven).
I'm pretty sure that Matt and (I think) Talesin do some of these pronunciations, so I'm guessing it's probably not just you...

Its languages include Blink Dog, so I'm inclined to say it can speak Blink Dog. With an intelligence of 10, it may even be able to teach the Blink Dog language to another creature.

It is her. She and Matt recorded a lot of the names of monsters, spells and items for D&D Beyond.
On the contrary, the Noble NPC has an int of 12. As it would make sense, a more wealthy individual would be able to afford education, a factor we see in the real world in modern times and history alike.

What does (recharge 4-6 mean for their blink action?)
If I remember correctly, roll a d6. If its 4, 5 or 6, the ability is considered recharged and ready to use
Most monsters prefer to use these abilities as much as possible, though its completely up to the DM if a creature wants to use it
