One work around, copy your character and then print e.g. print "Copy of Boromir" that PDF will be properly regenerated.
The team are aware; however, the function is built in with it leveraging the browser cache - without a full rebuild of the export function, the limitations would require you to clear the browser cache after making changes and exporting the same character a second (or further) time.

July 2024: literally 4 years after this thread was posted and this is still a problem. It's kind of sad. Thank goodness I am somewhat computer literate and understand the URL workaround posted above, god help anyone that isn't and quits out of frustration.

This is especially maddening considering all of the PR the company is doing about advancing D&D's digital presence. Like, hello, you can't even get your main website's character creator to properly export the correct character sheet information? How am I supposed to trust that you have any ability to advance D&D in the digital space elsewhere?!

I do not want this to come off as a personal attack, because I know you're just towing the company line, but that is a very weak argument. The fact that adding a ?=1 at the end of the url for the exported PDF bypasses the cache tells me that someone worth their html5 programming chops could come up with a way to make sure the exported sheets employ the same "cache free" output. D&D Beyond is owned by WoTC, which itself is a subsidiary of Hasbro, and they are all over the web saying that they want to advance D&D into the digital sphere. They just hired a former Blizzard/World of Warcraft leader as their CEO, but you're telling me that there's not one person on the D&D Beyond payroll that can figure out how to code the character sheet PDF output so it bypasses browser caches?

If I do the following in Chrome
1) Open character sheet
2) Export to PDF
3) Open the character builder
4) Change level of the character
5) Return to character sheet
6) Export to PDF

A simple fix to this is to add a fake query string to the end of the url (eg. "?=1").
https://www.dndbeyond.com/sheet-pdfs/username_characterNumber.pdf can be replaced by https://www.dndbeyond.com/sheet-pdfs/username_characterNumber.pdf?=1
This would force the browser to load the new pdf from the server every time.
