The problem is that when I create a character based on this, I'm not getting some of the trait actions as I should (they should be available after 3rd level). Such as the Celestial Manifestation.
Am I doing something wrong or is this an issue with the logic in the character sheet itself?
You have four options under the feature you're noting as causing issues, but you have not entered any levels into the "Level where options known" box on the feature. You will want to set that to '3', I imagine. In addition, you would want to uncheck the "Is Granted" box on those options, to allow the player to choose which option they want.

Actually, It is granted by a choice the character makes at level 1. It's similar to Dragonbourn breath weapon. They don't make a direct choice on this.. They choose their Celestial Influence and they are granted the appropriate Celestial Manifestation as a result.
Also, I don't think there is a field like the one you describe in a trait.. But you will find it already noted for level 3 in each option of this trait.
When you select the trait, for example "Breath Weapon OR Celestial Blast", you will see underneath the display order a box titled "Character Levels Where Options Known". If there is no information in that box, no options will be generated for that trait.
You want to have 2 Traits at the top level: Celestial Influence and Celestial Manifestation
Under Celestial Influence you should have 4 options (Demented, Fallen, Protector, Scourge) with Character Levels Where Options Known as 1.
Under Celestial Manifestation, you should also have 4 options (Burning Darkness, Necrotic Shroud, etc). Under each option, they should have Is Granted checked with Required Character Level of 3 and Prerequisite Racial Trait Option as Celestial Influence - XXXX, where XXXX is the thing they chose for Celestial Influence.
Edit: and I think under the Celestial Manifestation trait, you need to have Character Level Where Options Known as 3.

Yeah. I think this is what I already have... And that's why I don't understand why it is not working correctly in the front end..
Try to make a level 3 character based on this and you will probably have the same issue I have. Or does it work for you?
When you select the trait, for example "Breath Weapon OR Celestial Blast", you will see underneath the display order a box titled "Character Levels Where Options Known". If there is no information in that box, no options will be generated for that trait.
From what I understand I do not need this since the options in the trait are granted based on another trait... Just like the Dragonbourn's Breath Weapon.

That option still needs to contain the level at which this new option is granted, otherwise the feature does not know to grant any options.
4 options (Demented, Fallen, Protector, Scourge) Character Levels Where Options Known: 1 No preq trait / levels under the individual options
Trait 2: Celestial Manifestation
4 options (Burning Darkness, Necrotic Shroud, etc) Nothing in the Character Levels Where Options Known box
For Each Indivual Option Here (Burning Darkness, Necrotic Shroud, etc)
Prereq Racial Trait - The appropriate one from Celestial Influence Required Character Level: 3 Is Granted: Checked
And then I have a placeholder action for each option that is
General, Activation: 1 action, Reset: Short Rest, named after the option (ie. Burning Darkness)
Here Is What Happens:
I create my character at 1st level, choose my influence (in this case, demented). Everything seems fine I level up to 3rd level on the Edit Character->Class page and then click to view sheet. Expected behavior is that I will now see the Celestial Manifestation action under my Actions tab. I do not. I go back to the Edit Character->Race tab, and select a different Level 1 Options (in this case Fallen) and then reselect my original choice (demented) I click the view character sheet icon. I now see Burning Darkness under the Actions tab.
It appears that the logic for adding granted optional abilities in only checked when the option is changed, or at least it is not checked when the character levels up.

I had something similar happen in one of my tests... I additionally found one more issue you may encounter... Try choosing any Celestial Influence other than the first (Demented)... I think you will always see the "Burning Darkness" Celestrial Manifestation.
And one more thing... Did you just see the action or were you also able to "click it"? (I mean, does it have a box or not)... Because even when the wrong Celestrial Manifestation appeared to me, it still had no click box.

Check the Dragonborn template and you will see this is not correct... Check each of the 4 options and you will see that if the have the "granted" option and the appropriate level, then it should work...
Using the setup that I posted, I get Radiant Soul under actions if do the following: At level 1, select Protector as my option View Sheet Click on Edit Character Level up to 3 Click the View Sheet button again Go back to Edit Character Select anything else as the racial option Reselect Protector Click View Sheet
The steps in italics should not be needed and I think are a bug in DDB.
I tried filling in a 3 for Character Level Where Options Known under the Celestial Manifestation trait, and it had no effect on the outcome (still needed to reselect).
So what should work (with a workaround of reselecting your racial option when you level to 3) is:
Celestial Manifestation Trait: Nothing filled in for Character Level Where Options Known Add an option for each influence (4 total) under Celestial Manifestation For each of those options, check Is Granted, Required Character Level: 3, and Prerequisite Trait - the appropriate option from Celestial Influence Under each of those options, add your Action that they grant (Necrotic Shroud, Burning Darkness, etc) and tweak the uses per rest as appropriate.
I don't think you need a level pre-req under the action.
I think that the issue may be that I have two traits with options that sometimes overlap... and this could be what creates the problem... So I might try to create 4 variats for each Celestial Influence instead of one trait with 4 options...
Based on what you are trying to do with this race, it does seem like the dementer, protector, fallen, and scourge would be better represented as subraces rather than an option.
Regardless, you should still be able to implement them as a selectible option, even with the selection bug. Just make sure to reselect your choice on the race tab when you hit 3.
The "Is Granted" is working as intended. If you work from a copy of Dragonborn, you'll notice that your breath weapon type does not appear in the character builder after selecting your Draconic Ancestry, it appears on the character sheet.
You would need to have "Level Where Options Known" set to the appropriate level, and the prerequisite set to the appropriate choice. With the "Is Granted" option selected, this will have the information automatically populate on the character sheet.
If you want the information to display in the builder, you need to uncheck "Is Granted", which will then give the user a selection box. The selection box will only have the one option they meet the pre-requisite for.

Actually that's not correct...
"You would need to have "Level Where Options Known" set to the appropriate level, and the prerequisite set to the appropriate choice. This will have the information automatically populate on the character sheet." This I've already done...
"If you want the information to display in the builder, you need to uncheck "Is Granted", which will then give the user a selection box. The selection box will only have the one option they meet the pre-requisite for." There is a separate checkbox for this. And you do need the "Is Granted" otherwise the character will be asked again and it will not automatically connect to the Dragon Type selected previously.

Hi there,
I've just created a new race based on a mix of Dragonborn and Aasimar variants, the Celestial Half-Dragon.
https://www.dndbeyond.com/races/290535-celestial-half-dragon
The problem is that when I create a character based on this, I'm not getting some of the trait actions as I should (they should be available after 3rd level). Such as the Celestial Manifestation.
Am I doing something wrong or is this an issue with the logic in the character sheet itself?
I can’t see the underlying mechanics, so I can’t comment on that. But shouldn’t it be Celestial-without the r?

Thanks... Corrected!
I'd appreciate it if you could make a copy and see what I did and let me know why it's not working on the Character Sheet... Thanks

Okay, some more information, and possibly a DDB bug. (Spoilers are to collapse pictures)
Race Setup
Here is how I have my test setup: https://www.dndbeyond.com/races/291713-test-race
Trait 1: Celestial Influence
4 options (Demented, Fallen, Protector, Scourge)
Character Levels Where Options Known: 1
No preq trait / levels under the individual options
Trait 2: Celestial Manifestation
4 options (Burning Darkness, Necrotic Shroud, etc)
Nothing in the Character Levels Where Options Known box
For Each Indivual Option Here (Burning Darkness, Necrotic Shroud, etc)
Prereq Racial Trait - The appropriate one from Celestial Influence
Required Character Level: 3
Is Granted: Checked

@Houligan
I think I got an idea... Maybe I need to remove the Level 3 in the Trait option and only have it in the "Action" of the option.... (?)
I'll try testing this when I have time.. but try it and let me know if this works for you...
Using the setup that I posted, I get Radiant Soul under actions if do the following:
At level 1, select Protector as my option
View Sheet
Click on Edit Character
Level up to 3
Click the View Sheet button again
Go back to Edit Character
Select anything else as the racial option
Reselect Protector
Click View Sheet
The steps in italics should not be needed and I think are a bug in DDB.
