Forgive the potential stupidity of the question, but is that right? If the spell duration is overlaps a short (or long) rest period, the spell remains in effect (assuming nothing has broken concentration) and the spell slot is regained?
Maybe it's my old school roots and/or bastard DM traits showing, but I would think that until that spell is done, you don't get the spell slot. Has this been addressed in either the RAW or Sage Advice?
That's the way Hex was written. Just keep in mind that the Warlock can't move Hex to another target unless the existing target is dead which is a limitation when the party doesn't have any combats where they kill the existing target.
I can't give you a page number for proving a negative but nothing in the rules says an active spell prevents you from recovering the slot used to cast it. You can check the Pact Magic rules, the short and long rest rules, and the Spellcasting rules; you won't find anything along those lines. And given that warlocks only ever have 1-3 max level spell slots at a time, Hex's duration has to be a deliberate design decision; you're not expected to go 8 hours without a short rest.
Wouldn't the Concentration part contradict the description of Short Rest? Period of downtime without strenuous tasks, only eating, drinking, tending wounds. I would prevent a character the chance of a short rest if they were focusing on keeping a spell up.

If so, then yeah. Active Hex and full spell slots available sounds about right. Although such application of Hex is mostly plot directed, because I don't imagine a combat application, unless you preprepared the whole situation and are setting a trap. Which I assume would be rare enough to not be broken.
Officially, the only three things that can cause your Concentration to be lost are:
* casting another spell that requires Concentration
* taking damage and failing your saving throw to maintain Concentration
* being Incapacitated or killed
Taking a Short Rest doesn't fall under any of those three, so you can take one and maintain your Concentration.
Keep in mind that the Incapacitated condition is applied as part of being Paralyzed, Petrified, Stunned, or Unconscious, as well as whenever you fall asleep by either natural or magical means. So for most people, taking a Long Rest means losing Concentration. The exceptions I can think of are Elves who Trance instead of Sleep and a Warlock who has taken the Aspect Of The Moon Invocation.
Going by the theory that you cant regain spell slots whilst the spell used is still active, then things like Pearl of Power or Rod of the Pact Keeper would then not be able to be used. I'm 99% sure JC has tweeted about Hex persisting through a short rest before.

It's in a DM's best interest to run it this way anyways. The alternatives will just incentivize inhumane behavior towards small animals to keep the spell going.

To clarify based on Hex. You cast it, spending one of your spell slots granted to you by your pact magic. You can keep it up with concentration till the time specified in the spells description. Every time the target of the spell suffers damage caused by you, the target takes additional damage based on your Hex level. You do not use additional spell slots to deal that additional damage.
Maybe if it replaced a class feature, similar to how the hunters mark works for the Monster Slayer subclass. Maybe a feat to grant that ability, or lose the secondary effects of hex like the stat change.

There aren't any Sage Advice quotes that directly address this, though this one comes close: "If you spend a spell slot during a long rest and finish the rest, you do get the slot back."

Yes. "A subsequent turn" means any future turn. You don't even have to kill them, just drop them to 0 HP.

No. It only uses a spell slot when you first cast it.
