This was VERY difficult to reproduce. After you join the campaign once some sort of cache gets updated and it won't happen again. I had to make a new account to reproduce.
If you create a new character from My Characters and then stop after choosing a race; the available race options don't update if you join a campaign with content sharing.
On a NEW test account with no additional content I created a new character, default preferences
I picked dragonborn for the race
I immediately went to the join link for a campaign with all content unlocked and content sharing enabled
I went back to My Characters and clicked on Edit for the character I made
