Under the Artificer Infusion Repulsion Shield, it states that placing the Infusion grants a +1AC. When I create the Infusion and equip the shield the AC buff is the standard +2 for a shield, not +3 for a Repulsion Shield.
Either the AC indicator is wrong or the text describing the Infusion granting an additional +1 AC to the shield is.
The same way one attunes to any magical item. After you have added it to your inventory, click on the item in your inventory; in the side panel that appears, there is a button to click to attune to it.

Can you link your character?
Also make sure you're attuned to the shield as that infusion requires attunement.
