No. Neither the hero tier or master tier subscription will unlock any content. You have to purchase full books, PC option bundles, or PC options individually.
If somebody has a master subscription, and content sharing is turned on in a campaign, then everybody in the campaign shares their books with everyone else, but you can only use the character builder stuff if you're making a character in that campaign.
Davina is a player and gets the Master Tier Subscription.

Adam can then create a Campaign and invites everyone to join it. Davina then uses her subscription to Enable Content Sharing.
Now Adam, Brienne, Charlie and Davina can all access and use all the content from the PHB, DMG and MM. They can read the compendiums of that content and add the content to the characters they have/make in that campaign.

Why is it all I can select is Grappler as the first feat as a human variant?
I am building a Longbow fighter and want Sharpshooter as my first Feat but all I have to choose from is Grappler.
Am I missing something on the first portion of the build-in settings?
I am trying DnD Beyond for the first time...

If I buy the Player Handbook with a Master Subscription, Can I then share to others in my group?
Do they all have to be Master subscribers to share with them?

Let's say :
Adam is the DM and buys the DMG.
Brienne is a player and buys the PHB.
