On both mobile and desktop i seem to have 2 lay on hand pools. They both have a cap of 15 (i am currently lvl 3). The top one (the first one?) i can use with no issue, i can change it as i want, but if i change the second one it also changes the top/first one. I have a level 3 Dragonborn Paladin.
I've seen bugs like this before. The only way I know to fix them is to change level or class so you dont have that feature anymore then change your class/level back.

Looks like it is probably a bug. Can you post the URL of the character (not the share link)? and a mod should be able to confirm.
