Playing with the character creator I combined multiple 1st level magic classes. On the character sheet there were 4 second level spell slots and 2 third level spell slots. After further experimentation I found any combination of Bard, Cleric, Druid, Sorcerer, and Wizard adding up to a 5th level character will produce 3rd level spell slots. When I export the sheet the extra slots do not appear in the PDF. This is repeatable and I have produced it on several trial characters.
When you multiclass spellcasters, you get spell slots as though you were that many levels of a single full caster class. But you calculate spells known using just a single classes levels. So you can only access the higher slots with spells that allow a higher level cast.
Can you post a link to the affected character and a mod should be able to confirm.
Hmm, I don't recall reading that part in the PHB before. I think I just skimmed it on the first go. Ironic that I actually did find a bug though in the exported sheet.

So what you are saying is, there is a bug where multiclass spell slots don't show on exported characters.
Yes, that does seem to be the case. It is probably because you can't learn spells of those levels and the way the character sheet displays slots.
I can confirm there is a bug.

With a multiclassed spellcaster, it stops at 1st level spells.
The list just ends. It should say

with nothing under each.
