I got to my "Order History" in the "Marketplace" and I can see this, but the race is not available when creating a character or changing race on a character in development. Any idea why?
You bought the monster stat block not the player race. These are exclusive of each other. Try buying Changeling from the Races section.

<expletive> I did the same thing, I think. Didn't know there was a difference, and since I can only see about 4 lines at a time in the marketplace with desktop, I did CTRL+F "Changeling."
Oh well. DnDBeyond can have the extra $2. Might as well support good companies :)

To add to what Cyb3rM1nd said, if you need to request a refund for the monster statblock, contact support.
