Ghostwise Halflings can be found in the Sword Coast Adventurer's Guide. If you wish to create one as a character using the builder, you can unlock the Sword Coast Adventurer's Guide here, or scroll further down that page and only purchase the races package or just the Ghostwise Halfling subrace on it's own.
If you do make a partial purchase, the cost of the full compendium is reduced by the amount you have already spent.
