I created a Warlock, but Witch Bolt is not available in my spell list. I'm assuming this is a bug
That spell is in the PHB, but was never published for free in the Basic Rules or SRD. Only stuff that was published for free is feee access on this site. To use that spell, you will either need to purchase the PHB from this website, purchase at least that spell from the PHB, or be in a campaign with someone else ho has and content sharing has been enabled.
As IamSposta mentioned, Witch Bolt is not part of the free Basic Rules, so would require a purchase or access via content sharing to be added to a character.
But I bought the three books and I'm also experiencing this. I also cannot see all of the 2024 classes/subclasses and think something is wrong with my account.

- It does not show up in this page but when I go to my order history it shows my order information. I'm not seeing an option to resync or anything. - Website a month ago
Wait on my Order History Transactions (Account->Order History) it does not show up but when I got to the Marketplace (Marketplace->Order History) it shows the full transaction of the digital copy I bought but none of my past orders. How can I fix this? They are both the same account and info but don't properly reflect my orders.

When they replaced the marketplace, they created a situation where you've got two order histories -- before and after the changeover.
Does the PHB show up in your account's Licenses tab?
Can you read the book from the sources menu?
Have you tried logging out and then logging back in? IIRC I've seen people report that fixing problems that syncing their entitlements didn't.

Yeah that makes sense why I don't see my past purchases and ONLY the new one, and kinda a pain in the ass.

If you're showing a purchase but not the license, you get to enjoy DDB customer support, where you ask for help and hear back from them... eventually. (They're badly overloaded, with response times in the weeks.)
If you can read the book, I'd assume it's being shared with you in some campaign. For the time being, you'll be able to make characters in that campaign.
