To be very clear and direct, this is a false claim by Beyond. Turkey does not have any laws or requirements that make this the case. I imagine this is just laziness/ignorance rather than malice, and that DND Beyond has decided to label Turkey as "backwards" because it's a country which is majority Muslim (though is secular politically, note - this is a pretty major part of Turkey's history), and just slapped a block on without thinking.
But the information that a law required Turkey to be blocked is outright false and if not fixed now you are aware of it, will become actively dishonest. I suggest DND Beyond makes the Pride Dice available in Turkey, and removes Turkey from their LGBT-related block regions generally (LGBT people certainly face challenges there, but they face challenges in many places not blocked, some worse than Turkey, and the law is pretty clear here). If that is too much to ask, then Beyond should change the message to indicate Turkey is not being blocked because of laws, but because Hasbro/WotC/Beyond have just decided to block it.

Your best bet would be to submit a customer support ticket here as the CS team have a more direct line to the people who are experts in international law (the D&D Beyond/WotC legal team).
If you're in Turkey and try to claim the Pride Dice, you get a message saying you can't access that content, which leads you to this page:

But I am not a lawyer and do not work for Hasbro.
Also, nowhere is their post do they call any country or region "backwards"

it could also be an overly aggressive geofence by IP. Wouldn't be the first time it happened to a major company.
