Hey! I'm gonna be playing in a pirate themed game with a Wizard who has the Fisher background, and I picked up the spell Levitate, but I don't know how to flavor it to fit that fishing/ocean theme of my character. Any help would be appreciated!
Not every single spell in a spellcaster's repertoire has to closely follow their theme. It often works better, or at least just as well, for the wizard's handful of signature spells to follow their theme, and the rest of their spells are more-or-less normal.
That said, if ye really want to push it? Perhaps a ring of shifting ocean mist under the target's feet, lifting them up. Could go for lulzmeme and have a giant ephemeral fishhook come down and snag the target by their clothes, hoist them skyward. But I'd go for the mist thing.

Please do not contact or message me.
I'm currently playing a swarm-themed Locathah ranger/warlock that commands jellyfish and works them into all his spells, so I can't argue with that.
If you're going for a sillier tone, I'm picturing a pirate throwing his arms wide and a flock of parrots latching on and hauling him airborne.
My homebrew subclasses (full list here)

I feel like they do this on Avatar. But the fishhook is pretty humorous.
