It seems that, RAW, any int/wis/cha dumped barbarian can take a Strixhaven student background. Sure a barbarian can't maintain concentration while raging but those free cantrips and spells might sure be useful at other times.

That is simply untrue. In fact I would say the opposite, that they are arguably too good for most normal campaigns.
Strixhaven backgrounds would not benefit a character made for a world outside of Strixhaven because the backgrounds will be banned (at least by some) for any character outside of the Strixhaven setting. Because obviously they are the most powerful backgrounds, as OP proposes.
Congrats, you've made the brilliant deductive leap that obviously power creeped backgrounds are power creep. Turns out if you want to sell books, you need to include content that is better than what's already available. They are designed for a game where the whole party would be Strixhaven students and the difficulty would be adjusted accordingly.
We could have had the classless subclasses instead, but the community shut the door on that one and I really don't think WotC had a great Plan B, so we got what we got.
As concluded in multiple other threads already, the solution is to not allow the backgrounds if you don't like them. There's not a whole lot more to say about it. I'd suggest we move on to more productive conversations.

That might work better with power creep than with busted power drive-through.
