Multi-attack is not extra attack. It is more like two weapon fighting. Typically you get things like one bite and one claw. One of the attacks is clearly better than the other. They do not get to choose to do two bites, for example.
To upgrade that, I would make it one strong bite attack and two weak claws. Or if I want it better, I would change it to one weak bite and two stronger claws.

That’s a total of 2 attacks because, as any 2nd grader should be able to tell you, 1+1=2. (With me so far?) As the fighter gains even more additional levels, they eventually end up getting another 1 attack at 11th level, and finally yet another 1 attack at 20th level as you so conveniently pointed out. If we refer back to our little math quiz from a moment ago, we can see that 1+1=2. Since they already had 2 attacks, and then they get another 1-2 attacks on top of that, we can ask our hypothetical 2nd grader if you need to, but I can tell you right now they’re gonna confirm that 2+2=4. Anyone who’s read the fighter class entry in the PHB should be able to verify that at 20th level, a fighter gets a total of 4 attacks. (Still with me?) So fighters only actually get an additional 1-2 attacks above and beyond the 2 attacks that everyone else with the Extra Attack feature gets. They don’t get an additional 1-3 attacks more than anyone else, just 1-2 more attacks, just like I wrote in my original post that you fixed broke.

I can see what you're talking about where the fighter gets 1 to 2 more Extra Attacks over all the other classes/subclasses that get Extra Attack. I simply misunderstood when you said "additional 1-2 attacks" originally as referring to all attacks, not specifically Extra Attacks.
