I'm somewhere in the middle. For important characters I usually start with a rough idea of their background and then try different combinations until something feels right.
If I'm completely stuck, I'll use a few online generators for inspiration. Most of the time I don't take the generated name directly, but I modify it until it fits the character.
Lately I've also experimented with stylized versions of names just to see how they look in online games and profiles. For example, names like Aeloria, Ravenor, or Kaelis can look quite different depending on the style used. One tool I came across for that is: letras bonitas
