In order for a character to be AL legal, which all the surrogates are, it has to either use the standard array or point buy. Let's say it used point buy. More than likely, the +2 is in dex, and the +1 is in con, making the original array 11 14 13 12 12 12, 27 points. So you have those, and then the racial abilities/speed/languages are already on the sheet. That may be wrong, but if you really want to play one, that's my current best bet. Surrogates are found here.

Well, yes, that's obvious. The surrogates are AL legal, which makes you use point buy or use standard array, and I used that to try and figure the ability improvements out based on that assumption. I'm not saying that what I came up with is AL legal at all. What I posted is just for people who wanted to play with what is probably the closest to the stats they used for a Grung player race. The point buy part is the only reason I said anything about AL.

I have never played in AL and never plan to... so, being AL "legal" is not important to me (or probably most people) at all. But, what I am more concerned with, is the race being supported by D&D Beyond and Fantasy Grounds. And, even that isn't a requirement... but, it would make things easier.
Wizards has not put out an official Grung race, it is not in ToA and people who have worked on XGtE have said that there are no new player races in it. So at the moment, the only Grung player races would be homebrewed. Perhaps they'll make an official one later on.
Then how is goblin from Volo's available, and Grungs from the same, not ?

Because there is an actual playable goblin race in Volo's. As in they made it a race that can actually be chosen, with proper stat bonuses, traits and all. They did not do so for Grungs.
One Grung Above, available on DMs Guild, outlines Grung as a playable race; you could homebrew it here. (There are several other grung player race options available on DMsG for that matter) But, outside of the official surrogate, grungs still aren't legal for AL play. Outside of AL, it's up to the DM.

All I know is that one of the ToA surrogate characters is a grung.

Grung is not a normally playable race in ToA. Sorry. The Rogue surrogate gives you an idea of the race abilities and movement, but not ability scores.
