Without purchasing anything you only have access to the Basic Rules and a few other free materials like Elemental Evil Player's Companion. The Basic Rules includes some - but not all - of the content within the PHB. So if you want something that's not in the Basic Rules - but is in the PHB - then you'll need to buy the PHB or the specifically the content you want piecemeal.
Drow are in the PHB. If you bought the PHB you would be able to make a Drow.

Is it going to be the slave of a Goblin Druid, or is it going to be a Druid who is a slave to a Goblin?
Why are you making a character who is a slave? If you are armed and trained, why not just kill the Goblin and take your freedom? Is the Gobbo a high level NPC? Is it another PC played by a friend in the party? What’s the context?
A Drow could certainly be a slave to a Goblin, if the Drow is a 1st level nobody and the Goblin is a 6th level somebody, that Gobbo will pwn that Elf all day, every day.

A drow could still be the slave of a goblin ... keep in mind drow are extremely sensitive to daylight, so the goblin could take advantage of this weakness (but would of course want to be careful about bring the drow inside or underground).
Bottom line it is always between you and your DM on how you want to play things out ... plenty of creative stories / explanations work out.

I have a very good and old friend who rolled a Goblin Artificer who's backstory is that he was banished from his homeland for his constant string of accidents resulting in damaging fires and explosions.
Lately I have been rolling a High Elf Druid because of a very cool extra cantrip you can select from the wizard Spell school just for being a High Elf that means my Druid starts off with Fireball.
So when the DM at the Ice Wind Dale asked me if I knew the Goblin I responded that my High Elf had been captured as a child and sold at the slave auctions to his (The Goblins family) and being kindly treated by him due to our both being different and mistreated became fast friends. When he was banished I took the chance to escape and now follow him despite having been freed old habits die hard and my character continues to serve his master out of friendship as his only family in the world his own being killed in the raid that resulted in his capture when he was six years old.
I own the PHB from content sharing and i still cant make a drow. only High elf, wood elf and Eldarin are available. How do i access the Drow? Make the character via paper because i own the books but my party likes dnd beyond so ive been transferring them and npcs over.
You don’t “own” the PHB because of content sharing, you have limited access to the PHB through content sharing. That content isn’t being shared “with you,” it’s being shared “within that campaign.” To access that content on a character sheet, that character must be specifically in the campaign in which the content is being shared.

Make sure you have the expanded rules turned on in the character builder on the 2nd page, if you are still not seeing the options you have bought then be sure your entitlements are synced if they are you will need to reach out to customer service.

As a player I want as many Character options as I can get.
I am having a hard time finding Drow in the character selection. anyone know which book I have to buy to unlock them?
I have started the 10th season content and my character is in Ice wind dale. He is also a slave to a Goblin and currently a high elf druid!
If anyone has any good suggestions for a more believable slave to a Goblin let me know ( would love to stay druid)

You don't have to buy the full book, you can also individually purchase the subrace under 'additional purchase options'.

You know firebolt will use INT for its attack mod right? Just want to make sure since you are playing a WIS caster class.

Possibly a silly question, but have you bought the PHB? The Drow aren't in the free basic rules.
I don't think that's an option now, because I see nowhere where you can do that :/
