how about: it was set up by a few individuals who were banished from the university, as an underground way of staying involved in adventuring, by finding problems and quests, and delivering them to adventures. eventually, over time, it became more and more normal and lawful, not underground. by this time, it's just the go-to place for quests.

I like Homebrew's idea, let's build on that. Although, I think that the tavern, compared to the organization or the uni, should be at least somewhat underground.
The next step would be to define the goals of these institutions. To achieve this, we ought to determine how they are funded.
Well...... whatever it is we're looking at could put taxes on whatever wealth the adventurers bring back, like 10% of gold gained. and that would add up to enough to fuel a small organization this would work best for the tavern, not sure about the other 2 though. I think that the tavern would put the adventurers first because the founders were kicked out of the university. The university's goal could be to train the adventurers for the organization,. and the organization's goal could be to the most common trope ever to defeat evil.

Sigil would definitely work as the shared setting with DMs able to set adventures there or use available portals to any setting to launch. The tavern could certainly be set there as well as the university (or access the university through a portal). There is plenty of room for other DMs to add their own locations as well to launch their adventures.
I think there are two problems with Sigil. First is the same for using any copyrighted location is that it can be changed or taken away and we would have no say in it. Second is that in Sigil there's a lot to develop in what is basically a Megacity before we could just let players wander around without having to Railroad them.
The new settlement in a planet sized wilderness gives DMs (and eventually players) opportunities to make parts of it their own. One or more DMs might work together on a part the world (I imagine the university could be a lot of work and need several DMs) another might create some ancient Dwarven Mine and Forge of their own where they run all their adventures. You could even create a portal to established worlds and run adventures of your own from there. Anyway, I'm going to continue developing the wilderness demiplane, from an idea to something other DMs can use and later we can figure out how it all goes together

Character Advancement Proposal
The following is just a rough guess and should be modified based on the results of playtesting.
2 weeks PbP posting a minimum of once per day = 1 advancement check. Even this will require finding ways to speed PbP up significantly
1st level to 2nd level = 2 checks
2nd level to 5th level = 4 checks per level
6th level and above = 8 checks per level
At this pace a player character could reach 20th level in approximately 6 years real time.
Let player characters continue to gain character levels past level 20 to level 26 through multiclassing. This would allow a character to reach 26th level by approximately 8 years.
Player characters get to keep the coin, treasure and magic items they gain during adventures. DMs should stock their adventures with enough coin for the average player character in the adventure to find/win/earn 50gp/level/character plus or minus 50%, an additional 50% of that in treasure. Availability of magic items should be limited both within adventures and in downtime over the life of each player character.
Possibly automate downtime activities such as training and equipment purchases so that a player is able to handle these themselves.

I think that once a day is a little harsh,if you understand what I'm saying. People have important things to do that could eat up all their time and not have time to post. I'm not saying this isn't a good idea I'm just saying that a characters level shouldn't suffer because people can't post every day. Also I like what you were saying about going beyond 20th level, it would make extraordinarily strong characters that would be fun to play, but even 20th level characters are hard for the DM to make balanced encounters for so if we get there...... It would be even harder

Adventure League has good reason to heavily limit the amount of cash player characters have, especially early on since there really isn't much of significance they can spend gold on besides magic items which will eventually break the game. In a shared setting like this players will have so much more they can spend their hard earned gold, everything from copying scrolls to building and maintaining a castle. If a player character (or a group of them) buy or build a tavern, it becomes a whole new set of plot hooks that DMs can use for new adventures. There are so many solutions for live or online play that are the exact opposite of what would work in a shared PbP setting.

I understand what you're saying about efficiency but you'd have to be some insanely good DM to build a proper encounter for level 30 or 50 characters, the game just isn't meant to go beyond 20 or even 15 for that matter. In my opinion and those I've seen the only reason there is a level 20 is tradition.

I'm not saying that we're going that far but if you look at the first quote it proposes that by way of multiclassing you'd be able to go beyond 20
