I understood what you were saying and I agree completely agree that's why I moved on to the whole beyond 20 game balance problem.Also I'm gonna be moving out of state in June so I wouldn't be able to post every day like said, So if this is gonna be longer than a couple of months( which is more than likely the case) I wouldn't be able to post for a couple weeks

I was thinking of the tavern being some interdimensional adventurer's hub, with each boarding-room door leading to a new plane/world/DM's adventure. It would have a shop inside to sell some powerful items at later levels, have a place for people to keep their unneeded loot, and a place to rest in between adventures.
If we were to go with the university route, it would be very similar, just with a portal room, all Super Mario Galaxy-like.

I'm seeing something amazing developing here. I can't see any reason not to do all of these. I think the tavern is a great idea. This would be an incredible location for a DM or DMs to launch adventures from. Do you have an idea of where you would like to place it? or would it be all inside and no outside? If you need a place to put it and don't have one, why not the settlement in the wilderness demiplane (I've really gotta pick a name). Connect it to the university. If a DM wants to do an offical location, maybe Sigil, or wherever, set it up and connect it to other places in this collective setting. Same thing if someone wants to totally homebrew an entire setting from races, classes, magic, physics and mechanics. I was wrong. I was thinking one central location that other DMs could build off of, but a better way to do this is that each location would be it's own center with everything else connected around it.
We may need to set some rules on this (spit balling here). To be honest I wouldn't want to see people setting something up and leaving it to others to use (especially if nobody does) unless that's a deal set up with someone who is going to run it and is getting help with the worldbuilding efforts. If a DM creates a setting to launch adventures from, they need to launch adventures from there. Someone should be in charge of and responsible for that setting and for whatever maintenance that might be needed (yeah, currently I have no clue, consider this a place holder). A DM wouldn't have to have their own and could use an existing setting and might eventually be a coordinated effort of a team of DM maintaining and expanding that setting (adjudicating and recording player character down time activities would be part of maintenance).

I do understand, and yes, life has to take priority and I can't really tell someone else the impact something is having on them. On the other hand the minimum requirements for participating in PbP are pretty light. One day for me recently was pretty busy, but I did manage to post twice in the game I'm in, both times from the bathroom (not my best work, but then, nobody was waiting on me). So the bar is set pretty low. Though after reading the post by Brian_Avery on rules for ragdolling PCs, perhaps there is even more wiggle room if there are agreed upon rules for when the DM moves your character along. I'm having trouble making up my mind on this one, but if you're not going to participate much, why are you taking a spot in the game that could go to someone who would?
I'm seriously not talking about whittling down anyone. I want to see everyone who wants to play playing. Maybe find ways to get the max speed and efficiency folks into the same game with a DM who's style works well in a game like that and another adventure with players and DM a more laid back. This is where tracking feedback on DMs could prove invaluable.
Well, it's just a proposal at this point but I think it would keep players invested in their characters longer, and as much of a problem as that is for D&D in general, it a lot worse with PbP. By starting with 26 levels (24? 27? 25? anyone with a better number?) through multiclassing we can get our toes wet going above level 20 without having to change very much. We can see if it really does have any effect on player investment. It just seems to me with so many . . .well . . . lackluster capstone abilities that the character doesn't even have for very long anyway, we need more to keep players interested.
No question that creating balanced encounters and reasonable rewards for a party of 25th level adventurers will present challenges but one advantage we would have is that if one DM finds something that works, we could have it set up for solutions like that to spread quickly through the rest of the DMs in the group.

Pardon the example, but you can compare the idea of tavern, university, and organization to Monster Hunter. A tavern can be considered a gathering hub, university as a trade hub/logistics, and organization ties them all together. The tavern does not need to be sponsored by the organization, as players may want to be independent or affiliated. The tavern just presents a place to meet like minded individuals and form parties with.
I feel as if there is a shared setting for this area to be a part of, it'll be subject to rules of it. I'd rather enable character creation, but do agree that any homebrew would need to be looked over. But Sigil presents a possible place for all races, even homebrew to come to. The only problem is it is managed by the Lady of Pain. The Lady does not care for any good or bad, making it a truly neutral haven. The only thing she does care for is any harm to Sigil. Any other crime is irrelevant to her and her people, which include murder, theft, or brawls. While large scale wars are prohibited, it still teeters on anarchy. The place itself is broken up into wards, for the rich, middle, poor, market, artisan, and industry.
The setting itself will allow for any kind of campaign, portals are either shifting or permanent. Magic nor gods can interfere with portals leading or coming from Sigil, as the Lady will find that as interference for Sigil. But their servants are fine, as long as they respect the neutral status of the place. The only way to control it is as DMs. We can say that the organization is merely informed individuals that know what portal leads where. Said individuals can be DM leads or NPCs from their campaign.
There are a multitude of taverns that cater to the any and all kind of races. University can simply be a group that collect information on the multiple continents, worlds, or planes. The organization simply points adventurers to who needs them. It'll allow for homebrewed races, worlds, and classes. It'll satisfy people's want of homebrew. But to affect the shared setting, Sigil, is to upset the Lady. Means that any terrorism will be dealt with swiftly and deadly. But attacks on organization is different, assassination attempts, destruction of property, or theft is allowed.
Sigil is a good suggestion to build off. A few other options is like what they do in Adventure Zone. An interplanar craft able to take and send adventurers wherever.
Idk where to place it. Any demiplane that can function like a hub to get to other planes works. Maybe the tavern could be part of the university, like a side-building? Maybe some mages discovered this tavern of dimensions and decided to build a university around it to study it? We definitely need to make set rules, and probably a better name than The Tavern/University of Planes

As far as magic objects are concerned, a good rule would be the following:
-Common items are, well, common. The DM can give away as many as it makes sense, and perhaps even a few more.
-Uncommon items are uncommon: 1 in tier 1, 2 in tier 2, 4 in tier 3, and 8 in tier 4.
-Rare items are rare: 1 in tier 2, 2 in tier 3, and 4 in tier 4.
-Very rare items are very rare: 1 in tier 3, and 2 in tier 4.
-Legendary items should be exceedingly rare: at most one per campaign.
The DM can alter these values upwards or downwards by no more than 50%.
Seems fair.

yea it makes sense that there would only be one Legendary magic item and other items should relatively rare as well. except for potions and scrolls, anyone who knows anything about magic can make those ; )

I personally think a bit more magic items, especially if you involve it in the plot, can be super fun. throw your first level party a portable hole and see what they do with it! (just an example)

yeah, of course. a deck of many things at low levels can ruin a campaign, and a magic item like mind blade is just throwing them free extra damage. a weapon, +2 can also be really annoying to deal with at low levels, your just letting the players have extra to hit and damage. a sword of sharpness will just lead to your players one-shot-ing everything, if given at low levels.
but some magic items can be really fun and not ruin the campaign at low levels. a portable hole, a feather token, polymorph blade, or a instant fortress, just to name a few, can be really fun and lead to more creative play at low levels.

I was in an OotA campaign with a drow gloomstalker ranger who ended up duel wielding Mind Blade scimitars. They are definitely not good for low levels.

I'm just trying to imagine how (or if) this would work on a per advancement check basis with 14 checks for tier 1 and 32 checks for each of the rest of the tiers:
1/2 Common/check, 1/14 Uncommon/check in tier 1
1 Common/check, 1/16 Uncommon/check, 1/32 Rare/check in tier 2
2 Common/check, 1/8 Uncommon/check, 1/16 Rare/check, 1/32 Very rare/check in tier 3

I agree about giving more magic items to player characters, especially at lower levels, even more so if it's something like the portable hole. There are low level magic items that can be so much more fun than one-shotting the bad guy with "the sword of invincibility" and D&D has some great ones like the aforementioned portable hole, also the Pole of Collapsing, the Dust of Sneezing and Choking and my own personal favorite in this category the Immovable Rod. Let's face it, if you take an automatic assault rifle to a gun fight and win, nobody's impressed. You take duct tape to a gun fight and win, you're a genius.

Don't really need anything for Legendary because if it's 1 per campaign like was mentioned then it would be up to each individual DM whether to award 1 or not. It might fit into his campaign story to have a legendary magic item.
And another thing that can be thrown into the many suggestions for a gathering area to visit many other worlds... the old magic shop.
On an old weathered wooded sign swinging on two rusty chains with a squeak, squeak, squeak, was written in old common The Old Magic Shop.
This magical emporium of wizardly wonders can exist in multiple planes at the same time and therefore depending on how you enter or exit you could visit other planes.
Plus, it serves as a magic store where magical items can be purchased (perhaps at higher prices?) and/or interesting trades considered.
It may have been in a different conversation but one of the goals of the shared setting was that since the chances of a campaign finishing successfully (in an estimated more than 5 years) was pretty low, the persistent setting with persistent characters, in limited duration one-shots (that have a much better chance of finishing) could compensate in terms of character development. A character in a 1 month long one shot would take whatever progress towards next level, any gold they found, treasures and magic items into the next one-shot with them, eventually reaching 20th level (or 26level if we decide to go that way). Characters could buy taverns or farms, build fortresses or monasteries in their down time and these would persist as well.
Magic shops can be a lot of fun. I have one I'm going to introduce. I'm sure there will wind up being a few of them.
