OH, no kidding. I’ve been busy lately and completely missed that announcement. I’ll dig around with it some more later this week and see what I can see.
It looks like hazards use the [ rules ] [ /rules] tags. For example burning is done by using [ rules ]burning[ /rules ]. It doesn't look like Areas of Effect have tooltips, even in the 2024 PHB, just links. Cover looks to be the same as hazards with the rules tags for half cover etc.

If you just enter 1st & 2nd as the level, and leave the rest of that top section blank it will let them choose one from either level. When you add the spell, don’t enter any information whatsoever about the number of uses and it will present as “At Will” on the sheet so it won’t cost spell slots anymore.

it feels like no matter how much i edit and save the subclass it still says I have licenced content despite trying to use both the legacy versions and new versions of each spell.

Well, as before the PHB only content is not free, and therefore is not viable. I suspect neither is the legacy content either, and perhaps not even Warmock subclasses currently either. But, as you may or may not be aware, I always strongly urge folks to not rush in publishing anything. Ever. Take your time to thoroughly playtest, alter, proofread, and edit your hombrews prior to publishing.

Has anyone figured out a way to use the new active effects in homebrew?
What new “active effects?” You mean like from the spells? Those are still just plain text.

But what about hazards or areas of effect, for example?

Im currently just going to add a plain action for the feature then they can use the spell themselves, but if there is an answer let me know

Yeah, that’s easy. You would follow the instructions in the Homebrew Subclasses & Species FAQ, question #15: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq#HomebrewSubclasses&SpeciesFAQ), and check out the middle subsection labeled “To grant a choice of spells from a list created by a limited set of parameters (method 1, fixed levels).”

my homebrew subclasses aren't working. the blue outline around the choices dosent dissapear, and when i close the thing my choices dissapear.

What “choices” do you mean. What are you trying to accomplish and how are you trying to do it?
