Should I make a cookie give health. Stupid but nice - Single Choice
Seems stupid but it's a cookie, so that's a good enough reason
You can look at the chef feat for inspiration. Typically food either gives you a bit more hp when you spend a hit die or it grants temp hp.
But either way, whether a cookie has magical healing properties has a lot more to do with who made it than anything else, including its cookie-ness.
My homebrew subclasses (full list here) (Artificer) Swordmage | Glasswright | (Barbarian) Path of the Savage Embrace(Bard) College of Dance | (Fighter) Warlord | Cannoneer(Monk) Way of the Elements | (Ranger) Blade Dancer (Rogue) DaggerMaster | Inquisitor | (Sorcerer) Riftwalker | Spellfist(Warlock) The Swarm
