OOC: OK, I'm going to do a players-then-monsters kind of combat. Here's where we are:
Jambiya and Ebokk are 20 feet below the surface when they get attacked by the sharks. Jambiya does not react with an opportunity attack. She does reach out and pull hard on the rope.
Above (the same "round"), Erric, you notice shapes moving around in the water and decide to investigate. You swim down 10 feet and see the sharks, so you cast minor illusion of what you hope sounds like something that would frighten away the sharks. (Your deception at disadvantage because you've never actually heard what a sea monster sounds like underwater: 16) The sound you conjure sounds pretty convincing to you, and you hope it is enough to save your friends.

Anafrey, you jump into the water at about the same time as Erric. You're able to swim down 15 feet. You can see the sharks, but none are currently in range. You may ready an attack if you like.

That was the trigger for my readied action, so Maldorn pulls hard on the rope in an attempt to bring out the water any of his friends who might have latched onto it.

Maldorn, the triple action event of Erric, then Anafrey jumping into the water, and then the sudden tug of the rope leaves you feeling flustered. You attempt to pull hard on the rope, but it has gotten hung on something, and the fact that it doesn't budge causes you to throw your feet out in front of you. You fall on your butt onto the slanted deck of the ship and then slide down into the water. This, of course, slows you enough to stop yourself, but you're now five feet away from where you were, up to your neck in the water, but you're still holding onto the rope.
Down below, Ebokk is looking everywhere, trying to prepare for the sharks' return.
The sharks do return, not scared enough, at least, of Erric's ruse. (1=Ebokk, 2=Jambiya, 3=Erric, 4=Anafrey: 18271118)
The first heads for Jambiya, but she's watching this time. She yanks again on the rope, using it to pull herself out of harm's way at the last second. The shark continues by. (Jambiya, you may make an opportunity attack if you wish.)
The second heads for one of the new arrivals, Anafrey. As the shark goes in for the attack, she lunges with her dagger, but misses. The shark takes advantage of her slowed movement and bites her arm. (8 piercing damage) The shark then continues on. (Anafrey, you cannot make an opportunity attack because that is a reaction, and your readied action was your reaction for this round.)
The third heads for Ebokk. The dwarf tries to move out of the way, but the shark is too agile, and it bites down on his leg. (9 piercing damage) As it continues on, he kicks his uninjured leg at the creature. (Unarmed strike: 10)
The players may act again.
OOC: Melee weapon attacks are made at disadvantage by creatures underwater. However, there are a few exceptions to this rule. If you are using a dagger (why Anafrey didn't need to roll with disadvantage), javelin, shortsword, spear, or trident you can make a regular weapon attack. Ranged attacks are made at disadvantage unless the weapon is a crossbow, net, or a weapon that is thrown like a javelin such as a spear, trident or dart.
Maldorn uses his movement to get onto dry land once more: "Darn it, Sagitta... I was trying to stay dry!"
Still holding the rope, he prepares to pull on it once he feels another purposeful tug on it, just as before. He also keeps an eye on the water, trying to recognize the shapes swimming about in hopes to locate his friends.

Waiting to be hauled out of the water, she Readies herself to strike at one of these mean animals... wait, animals... she almost opens her mouth to try to talk some sense into them, then remembers her precious air... so no.

Anafray would wince and let out a small growl as bubbles excape her mouth. She would then move towards the beast that bit her with her rapier and dagger at the ready. Struggling to control the rapier she would thurst it towards the creature before stabbing with her dagger.

Erric, you dive toward Jambiya, preparing to help bring the little goblin girl, Ebokk (who is also still holding onto the bag or whatever it is), and whatever it is they're holding onto to the surface. You swim 10 feet down to meet them and begin tugging upward. Ebokk notices Erric and attempts to swim upward as well.

Besides the fear of sharks, she is distracted by the realization her lungs are completely out of air, and she must start using her makeshift air bladder or go unconscious (will begin next round).
Maldorn, you once again notice Jambiya pulling on the rope, but now your feet are wet and slip on the weather-smoothed planks of the slanted deck and away you go again! sliding down into the water.

The third shark appears beside Ebokk, who is too busy swimming to notice, grabs the dwarf and shakes him hard (11 piercing), then swims away again. He manages to kick out at the creature. (23)
Erric and the heavily-damaged Ebokk have hold of the sack and are aimed upward. Jambiya is unconscious and will begin sinking. Anafrey is 10 feet away from the others. Maldorn is floundering in the water on the slanted deck of the wreck.

Erric panics as he sees Jambiya getting eaten up by sharks! With the water, his crush getting attacked, and the general panic, this is basically his nightmare scenario.
He blurts out underwater (RAI the rules evidently allow one use of this before starting to run out of air) the spell healing word to Jambiya for 5 hp to the unconscious goblin as his bonus action, and then maintaining his hold on her, the bundle, and the rope, uses his movement to kick to the surface, trying to use the dash action to get all the way there if needed. If he still has his action left, he'll use minor illusion to create the sound of splashing and a scared little harbor seal squeaking he's heard in Waterdeep about 30 feet out away from the ship, trying to get the sharks interested in something else. Or if he can't cast the spell (because he's still underwater, or because it doesn't make sense to), he'll use his action to pull himself, Jambiya, and the bundle up onto or at least closer to the safety of the slanted deck.
Maldorn pulls himself back up onto the deck: "Wet again! Darn it!"
From the edge there, if Maldorn sees Erric break the surface with Jambiya on tow, he grabs the goblin girl and pulls her out of the water. If Erric is alone, he pulls the halfling instead. If he needs to use the rope to help him do that, he will (I'm happy to use all my actions this turn to do all of this).
If no one breaks through the water surface, Maldorn simply grabs hold of the rope again and prepares to pull once more if he feels a tug: "Third time's the charm, Sagitta?"

(Now, I need a little clarification. You say, "maintaining his hold on her, the bundle, and the rope". In the last round, you grabbed the bundle and began swimming up. This round, because you spoke, I had you remove the makeshift air bladder from your mouth. So, if one hand is on the bundle, and one hand is holding the waterskin, what hands are holding Jambiya and the rope? Even if you weren't holding onto the waterskin, how would you hold onto Jambiya, the bundle, and the rope? So, you've healed Jambiya. Theoretically, you're still holding the bundle. Are you grabbing Jambiya now and swimming for the surface?)

Anafrey, you swim toward the other three (uses 10 feet of your 15 feet of movement). As you're swimming, you see Erric expel a large amount of air while looking at Jambiya, who has stopped swimming. (You can move more if you like. Readied action noted.)
Sort of thought that one hand would be holding the bundle and the same arm would be wrapped around Jambiya (like you're holding a bag of groceries and giving someone a hug), and the other hand would have the air bladder while the arm would be around the rope (like holding a phone with your arm around a subway pole). Most likely the arm around the rope wouldn't be very functional if the rope started pulling up.
If this is too many things to juggle, Erric would try to hold the bundle in one arm and the the bladder in the arm's hand, and Jambiya in the other hand, ignoring the rope.
How deep were we when Erric cast the spell, and how much movement up could he manage? I think it was 15 feet, so I'm hoping that regular movement and a dash gets all the way to the surface...
OK, resolving my understanding of Erric's last post (not new developments, which will include Jambiya's swimming for the surface):
Erric, you wrap one arm around the rope and pull the waterskin out of your mouth with that hand and a stream of bubbles escape both your lips and the mouth of the waterskin as you call upon the weave to heal and revive Jambiya. (You didn't wrap your arm around Jambiya in the last round; you simply grabbed the bundle, so ...) Your other hand releases the bundle, and you grab Jambiya's body just as it is coming to unconsciousness. Holding onto the little goblin girl, the halfling kicks like mad to get out of the water. He makes it five feet up.
Ebokk continues swimming for the surface, getting another five feet closer to the wreck.
Everyone is now five feet from the surface. Maldorn, you can clearly see Ebokk, Erric and Jambiya swimming like mad for you, but you're unaware of the sharks. You can also see Anafrey, but she is swimming more toward the other three than the surface. Ebokk is holding something in his arms, and Erric looks like he's dragging Jambiya.
Maldorn releases the rope and kneels by the edge, extending a hand toward his companions. The clear expression of fear in their faces is all the signal the old ranger needs: "What is happening? Come come... I'll help you out if the water. Where's Icyslimmer?"
@DDP: Would you let me use action, bonus action, free interaction to help more than one person out of the water? If so, here's Maldorn's priority list for those he can see: Jambiya, Erric, bundle, Ebokk.
In the interest of making sure I don't kill anyone, and since you're all close, and Maldorn is helping, I'm going to say everyone gets to the surface and climbs back aboard without anymore shark intervention. Jambiya and Erric are EXTREMELY winded, having just about gone unconscious from lack of air. Maldorn helps everyone aboard and helps Ebokk bring aboard the strangle bundle. Jambiya lost her waterskin Erric let her use, but the others still have theirs. Everyone is soaking wet.
