"All understandable. I'll discuss with my party when they get up here, but we have two of those rods, perhaps we can leave you one. If I send the yellow vial to my halfling friend at the tavern, will it instantly bring him over here? Also, what's the name of our contact and the name of the buyer at Mirabar?"
------
// My plan - Ink will use the green vial to get downstairs. Then he'll pop Quill into existence. Using Quill, Ink will send Rip the yellow vial (if it can teleport him back) along with a note telling him what has been learned and that we will wait for him here in the Moongleam so we can discuss the next course of action. In the meantime, Ink will use the necessary castings of levitate on the ring (as it's likely heavier than the thin lead sheath) so that they can easily maneuver it all upstairs, taking care not to damage the sheath thus maintaining the masking effect against Divination. Assume he puts this into action as soon as the conversation with Krowen reaches a natural stopping point. Figured I'd advance my actions to speed up play and allow others to react. //
“The teleportation is designed to work within the city of Everlund, so yes I suppose it would...although I would advise caution. If you lose it, I’ll have to recreate the entire system, which is very expensive. Can’t have just anyone able to waltz into the tower, now can we?”
"Very well, I'll make sure to handle this with care."
Ink takes the green vial to appear downstairs and explains everything to the others there. He asks for a volunteer to go relay the news to Rip while the other two help him manage the ring up the tower with him using his levitation spell.
// I was going to use haste, but then I realized how slow we all are in D&D. Using Action to Dash, we move 60' per round. Using haste makes that 180' per round. That turns out to be, respectively, 6.8 mph and 20.5 mph. Usain Bolt got up to about 28 mph. Basically, adventures are slow, and didn't see the point of wasting a spell. Lol //
Before Ink departs, Krowen hands him a small wooden case with 6 thin compartments. Each compartment has its own sliding slat lid, and in each compartment is a spell scroll. "A gift from Darathra," he explains briefly.
// Let me know if anyone wants to do anything else. Otherwise, assuming you wanna sell this thing, just narrate how you get back up Moongleam Tower, to the windowless room where the teleportation circle is! //
(Once you get there, you will find a different mage on duty than the one before who went by the name Nespril; this one, a Chondothan human from the looks of him, has his hood up and is propped up in his chair against the wall, sound asleep)
Ink looks down at the open box and a huge smile comes upon his face. "I... I... Thank you, so very much. If you speak with Darathra before I do, please give her my deepest thanks."
Although Ink pauses for a brief moment, he sighs and says while looking at the box, "Later."

Did Krowen give Ink the names of the Harper contact in Mirabar and the name of the buyer?
Regarding moving the ring, I plan on sticking with the plan of using the levitation spell with two others helping Ink push it up (I figure pushing it is faster than using the spell to move it). Regarding the others, and who's doing what, and Rip's side of the evening, I'll leave that up to the other characters. I feel like I've been dominating for a bit and I want to share the action.
"Excuse me bar/tavern keep, but is there a place nearby where one could avail themselves of a horse?" after getting directions Rip will head to his room and make sure he is ready to leave. He then writes a note explaining the meeting and goes to bed.
"if they aren't back by daybreak i'll leave the note and go myself. not the best idea Rip, but it's just a meeting. nothing bad happens at meetings!" Rip mumbles to himself and chuckles nervously as he mentally lists 42 stories where a simple meeting went horribly awry...
Dral Thelev the half orc, the one-eyed innkeeper at Danivarr’s House, nods to Rip. “Indeed there is good sir, I’d be happy to sell you a pony of my own. 30 gold pieces, and if you return him I’ll give you twenty back.”
//?Alright, I’ll need three checks from the three people moving the ring. One Strength check each from the two muscles, and one Intelligence check from Ink. This will determine how easy it is to move the adamantine band to the top of the tower. If a character is using something like Flint’s suggested block-and-tackle, he can make the check with advantage. //
Ink’s spell is of little use, but Crownsguard and Flint are able to heave the ancient hunk of adamantine up the many flights of stairs. They earn themselves quite a few stares along the way, but eventually they get to the top of the tower and to the teleportation circle.
Opening the door, you encounter a sleeping mage—a younger human that is leaned up against the wall and snoring loudly.
// It sounds as if Rip is going to be not risking it, and is opting to take an early night so that he can be off first thing tomorrow. If this is the case, feel free to move forward with whoever is going! //
Ink wakes up the sleeping mage, "Good evening, good sir. My compatriots and I need to heave this cargo through your teleportation circle to Mirabar to meet Zazspar Bronzefire. Also, we have a half-orc friend named Marav and a halfling friend named Rip that will hopefully be passing through here shortly. Please make sure that they, too, make it to Mirabar."
Ink, once the mage wakes up a bit, shows him the document Krowen provided to them earlier, along with his Harper's pin.
// Technically, we don't know anything regarding Rip, but we can retcon as such... //
Ink asks Marav the favor of speeding over to Rip to let him know what's going on and that we should only be gone for a few hours. He also tells Marav that, in the meanwhile, to hurry through it, Ink, Flint and Crownsguard will go through the teleportation circle to get the ball rolling, leaving messages which each Harper contact along the way. Ink concludes, that if the pair of them decide to stay, please leave detailed instructions at the tavern/inn where they're all staying at so they can ride hard to catch up wherever they go, but the expectation is to return the same night.

The mage’s head jerks forward as he wakes with a snort. “Huh! What? Sorry, sorry,” the younger Chondothan apologizes. “Don’t tell the archmage please? Name’s Aldhark. Yes, I can transport you to Mirabar, no problems. It’ll just be a few minutes...”
The mage clumsily straightens his robes before beginning to perform the sigil sequence, and the glyph-laden circle on the ground begins to glow with a dim blue light. The markings illuminate further, and Aldhark’s words grow louder as he chants in the arcane tongue. Then, a shimmering portal opens out of thin air, turning the circle into a wide gateway.
”In you go, quick like!” Aldhark urges you.
// I realized a few days ago that I was a little unclear on the mechanics of a permanent circle. I’m going to rule that “permanent” means that it means you can use it without expending the costly material components in addition to serving as a destination point. //
