Based on the wording of the feature, it can actually apply yeah? Because Psionic Strike only requires you to deal damage with a weapon and since GFB and BB still deal weapon damage, then that's an extra at max +5 damage on a use of GFB or BB, maybe more if you find other items that increase your INT score to more than 20 in the game.

It's not much but it's nifty.
Yes, of course. However, Psionic Strike is still the worst of the L3 ways you get to use your dice.
That is an extremely subjective statement. Utility of the other options will vary widely with several factors. Maybe you have a better use for your Reaction. Maybe everyone has their own movement covered. There are certainly cases where it's the best use, as there are cases it's the worst.
I would argue that since Psionic Strike is a prerequisite for Psionic Thrust, using it with Booming Blade would arguably have the potential for tremendous effects.
Consider: You strike someone with Booming Blade, and apply Psionic Strike -> Psionic Thrust, knocking them back 10 feet, which is out of melee range for most enemies. Let's assume you've done this mindfully, moving them out of melee range of yourself and any other party members.
If they're pure melee and have no reach weapon, then they are forced to move to close the distance to any of their targets, and boom--the full thunder damage occurs as a result.
Even better for you/worse for them--if you've got someone in your party who is a real damage factory in melee, and you shove the enemy within melee range of them and they try to flee, not only do they get the boom, but your buddy also gets an opportunity attack on top of it, further compounding the damage they take.
Situational? Yes, but then, aren't most if not all of the Psi Warrior's abilities?
