Is there an item that allows a caster to cast two concentration spells?
Example: Paladin has bless up, then casts searing smite. The bless would drop. Is there an item or spell that would allow both to be up at the same time?

Officially no - I have seen some homebrew creations from users that mimic this though. 5e changed the way spellcasting works by bringing in concentration, to avoid previous editions where spellcasters were more powerful than non-casters once they had pre-buffed with a couple of spells.
There is a feat for this which seems balanced in Matthew Mercer's Tal'dorei Campaign guide. I fully recommend this guide: good details of a world to explore with material for multiple campaigns, detailed info on all the factions and major players, no real spoilers for the Critical Role show (it was made before the first campaign ended), subclasses, items, feats and more. Totally worth getting.

By normal rules, No. A concentration spell requires concentration to cast it which immediately ends concentration on whatever you were concentrating on before casting it.
I backed a Kickstarter project a couple of years ago that's a book of magic items and one item is a ring that let's a spell caster maintain concentration on 2 spells at a time instead of one as long as both of them are 2nd level or lower. The kicker is, if the spell caster loses concentration on either spell concentration on the other spell is broken too so every time a spell caster who is using that ring takes damage their concentration check to maintain their spells is made with disadvantage.

I like that item a lot for my spell casters!
