Why is it that a all powerful master of the arcane, capable of useing the wish spell or other great magical feats,is unable to cast more then 4 1st level spells without up casting?
edit: ok,so arcane recovery+spell mastery+signature spells= lots of spells! (and l keep forgeting about wish! l could wish for more slots if i have a chill dm)
There is a variant rule in the DMG where you can use spell points instead of spell slots. If you use that, you can cast 33 1st level spells each day if it makes you happy.

A wizard can cast an unlimited number of a specific 1st and 2nd level spell with Spell Mastery at Level 18. And a 3rd at every short rest, at Level 20. That’s pretty damn powerful.
A level 20 sorcerer can cast 4 + 10 = 14 1st level spells using Sorcery Points.
Level 20 Warlock can cast 8 5th level spells per long rest.

It's a balance thing. Also remember that you can cast level 1 spells using a higher spell slot so you're not limited to 4 level 1 spells per long rest. :)
Because we're not playing Ars Magica, and the wizard needs to participate cooperatively with the fighter, the rogue, and the cleric. It's possible to make a game where the wizard is the focus character, but D&D decided early on that it wanted to be a team sport. It hasn't always had a great track record, but 5e does a pretty good job, and it turns out that 4 level 1 spell slots (along with everything else a wizard gets by level 4) per long rest is approximately equivalent to 4 superiority dice (along with everything else a fighter gets by level 4) per short rest...

I'm going to make this way harder than it needs to be.

It’s all good man! Good questions :)

He said without upcasting.
Warlocks get a similar ability to restore spell slots at 20th level. Sorcerers can convert points into spell slots.
Basically, it is a limit that is easily dealt with.
