I just brought Locathah Rising (.....& not sure how to access it.) and have made up a character I have been wanting to play in AD&D for ages. Originally this was going to be a regular Lizard-man Monk using the original 2nd edition rules. Something that may not be allowed. Anyway, I am playing 5th edition now, where it's easier to play monster race characters with class's originally intended for just humans. Yet, I have read about and took a good look a the Lizard-Folk race and I find them to be way to brutal in their appearance and ways to make into a descent monk. Perhaps it is possible, but I just no longer find them appropriate to what I want from them. So, I considered the Locathah, a seemingly gentle race of Fish-Folk and purchased the bundle.
So, I start making up my Locathath Monk, but can't really get the Monkish Tradition (Yeah, we are starting this character at 5th level....) I really would like to have. Aside from the one that is about Mercy (It's all about healing.) Which, I can't choose aside from the Tradition of the Cobalt-Soul and the Tradition of the Open-Hand.
Firstly, how do I unlock the other traditions? As I find those two unacceptable.
Secondly, Is there a Homebrew Monkish Tradition geared towards Blindness.
Yes, I want my Monk to be blind, but trained in Monkish Tradition that allows him to benefit most from Blind-Fighting and such?

You will need to do one of the following:
Purchase the book the monastic tradition is found in
Purchase the monastic tradition itself individually
Join a campaign where content sharing is enabled and someone in that campaign owns the monastic tradition you want to use
Use the homebrew tools to enter the option into D&D Beyond (for personal use only, ie don't publish it)

There are a lot of homebrew monastic traditions on D&D Beyond. However, you will need a hero or master tier subscription to add the homebrew to your collection and thus use it in the character builder

The Master-level subscription would only help if somebody ELSE has it, and they have already purchased the books that have the material you want, AND you are in the same dndbeyond campaign with content sharing switched on.
Having a subscription yourself will not grant access to any additional rule books.
Also, the use of any homebrew would always have to be cleared by your DM.
Yes, was going to ask my DM anyway.......But ATM, I'm playing a BugBear barbarian who very nearly got killed in our last game. So, I'd like to let them know I made up this other charcter, tell them what I wish to do with it and keep it in reserve until my other character reaches max level I decide to retire them or he dies.

As Farling said though, content to be used in a campaign has to be approved by the DM (or by whatever entity rules on such things at your table, anyway).

Lizard folk only get a bonus to Constitution, where Locathah gets a bonus to Dex and other things. Heart is set on Locathah now.
It's important to note that with the optional rules first appearing in Tasha's Cauldron of Everything, you can customise your origin to put those bonuses into whatever abilities you prefer. The best part is these rules are available for free, including on D&D Beyond. Just ensure that 'Customise your origin' is enabled in the character builder.

One other thing of note, the Fighting Initiate feat can give you blindsight 10 which is all you really need to be functionally blind, and then you can take a real subclass. That homebrew subclass doesn't give you much beyond enhanced senses, and the licking stuff is just weird. You may find yourself falling behind your allies in effectiveness.

I built an idea about a blind monk but you do need to ask you DM if they are ok with it as it poses certain problems.
