For the Hero tier you get the following: no ads, the mobile app on an unlimited number of devices instead of 2 (although without content purchased this doesn't do much, since there isn't a mobile character sheet yet), you can have an unlimited number of characters instead of 6, you can use other people's homebrew content in addition to any that you create yourself.
The Master tier is the Hero tier with the addition of allowing you to share content with other players that are in a campaign, and thus of no use to you if you haven't purchased content here on DDB. (To be clear, that means the Master tier turns on the sharing. If you are in a campaign that has been setup on DDB and someone else has the Master tier, they can turn it on and you can use any content that they choose to share without a Master tier account.)
The only 'free content' is essentially the basic rules from the WotC System Reference Document and any UA that is still in playtest. Because DDB is a separate company than WotC and must license all the non-open source content, they can't offer discounts or include content from other WotC sources without a user purchasing said content on DDB.
you don't get any additional content access. You have to buy the sources you want, as D&D Beyond isn't owned or operated by WotC and there are costs associated with digitizing the books, linking them, server maintenance, etc.
A subscription just lets you make extra characters and removes ads.
Note: if you just want to build a few characters, you don't have to buy the entire PHB and DMG. You can either homebrew stuff to use here for free, or buy individual items you need (like a subclass, a race, etc.). Anything you purchase individually reduces the cost of the sourcebook it comes from if you decide later on to buy the whole thing.
Can I create create Characters From Players hand book. or would it still be the basic free.
I already own the PHB and DMG in real life. And don't feel like buying them "again"
You won't get any of the books, but you get some other services (e.g. sharing digital books in your campaigns).

But to be honest, if you do not have any digital content a subscription is probably pointless.
