As I understand it, the idea is that, once it's in the wild, anyone could be using it, so you can't just pull the rug out from under them.
(I would think that it'd be possible for the system to check if it's in use, but it's probably an expensive search, and there may be reasons that don't immediately occur to me why it's not possible.)
Since you don't need to publish it to use it in your games, publishing is supposed to be for stuff that is finished and ready for the public.
Definitely make sure you read the warning that appears when you publish.
We will not pull a homebrew entry unless it violates the rules or has no description. If you wish to publish an updated version, use the CREATE NEW VERSION button in the top right corner of the homebrew item. Only the most recent version will appear in the homebrew listings, while people who are using the old version will continue to be able to do so.

That is not how a lot of people use it.
You can't unpublish a book. Once it's out there, it's out there.
That's why you shouldn't publish anything till you're 110% sure it's ready for public criticism.
