I tried to submit a lower-level version of the NPC necromancer. That was rejected. I redesigned it to give it a different name and change some of its abilities. That was rejected. I made a third version with different name, completely different description, a brand new power that I made up, and again it was rejected. The rejection just says "Copyright" as the reason.
How can I get clarification on which part of it is causing it to be rejected?

I'm starting to get annoyed with the inconsistent "approvals" of homebrew by mods.
I submitted a modified treant as an Undead Treant. It was rejected for being "too similar to a Tree Blight." however I see that someone else has already had an undead treant approved for official homebrew release here: https://www.dndbeyond.com/monsters/19840-undead-treant-doom-tree
Why the inconsistency? Also, is DDB saying that only ONE type of evil tree creature can exist, even if they are statistically and thematically different?
Can we please get some better guidance on how homebrew is reviewed/approved, and some sort of official means of appealing the rulings?

Hi mjsoctober - there is no exact science with homebrew approvals, as it is people (mods) that need to check and approve or reject. The things we mainly check for are:
Copyrighted Images, Content (like Captain America's Shield, etc.), and content that is not in the SRD
Ensuring that the homebrew submission is not a reskin (no cold fireballs, no Vorpal War hammers, etc.)
That the submission doesn't have text or language that is deemed inappropriate, or can offend.
Where possible, check that it is not found in a published work (Whether by WotC or a 3rd Party creator)
All abilities are written into the description (for spells/items) so anyone looking through the homebrew lists can see what the submission does
Majority of the time everything is fine, however some submissions may fall into a category where its not deemed original content. I've personally seen a number of Undead X Monster, or a Giant/Baby version of a creature - unless the creature submitted has enough variation from the base creature, we usually advise that it is too similar. For the example you've linked above, looking through the abilities there has been a number of changes to the base creature (Treant), with it not just having an undead template add on top.
We are hoping to have improvements to the homebrew system in future, but all development work requires staff time to be invested. If a user wishes to know why there submission was rejected, the fastest way is to PM a moderator - each of us can see which mod managed the submission and can get the right mod into the conversation.
I've edited my Undead Treant to have a CHA of 10 instead of 9. Hopefully that suffices to be "different" enough.
My goal isn't to "reskin" an existing creature (the Treant) but to create a creature that doesn't exist so DMs have it to use - in this case, an Undead Treant. Not a treant.

I feel like this hasn't been adequately answered. I've had some items rejected, and the reasoning for the rejection is incorrect, so how do I appeal? How does one find a Mod to PM, and is there really not a more official way? Like the ability to resubmit with reasoning, or open a dialog with the rejector?

as far as I can see in the system, you have no homebrew rejected, unless you already re-submitted those which were previously rejected. If I am mistaken, please let us know.
Moderators are recognizable with a bold, orange nickname. In the case of a rejection to want to appeal, send a private message to any of the moderators.
The staff is aware that this method is not straightforward. Things will improve in the future,

In the case of the one item I just looked at, "Serrated Scimitar" you took a standard rapier, changed the name and added some descriptive text starting with, "Rapiers are kind of lame...."
If you wish for your character to use a rapier, but call it something different, in your campaign, then go ahead and make the homebrew for private use, but it doesn't belong in the public homebrew section. A better solution is for any player who doesn't like the idea of rapiers to just use the customisation of the weapons area of the character sheet, to change the name of their weapon. No homebrew items needed.
Also, please note that it is against forum rules & guidelines to discuss moderator action. In this case, it's a genuine question on process, so that's ok, but if you disagree with a moderator, please resolve that privately.

If someone does something against the rules in a thread, and the moderators don't point out what thing was against the rules so that everyone can see it, the chance that someone else will break the same rule without realizing it is a rule (because very few people actually read and remember the terms they agree to upon signing up to something) is far larger than if the moderators post a public reminder - in a polite, not at all "calling him/her out" fashion, as has been done.
That said, I apologize if this post is considered to be breaking the very guidelines I am advocating for moderators to keep making friendly public reminders of for the sake of the forum environment's quality, and understand if it has to be moderated.
The homebrew thing has being very contentious because while some people have been trying to get away with putting non-basic rules stuff into the public homebrew, there have also been cases of Mods rejecting homebrew submissions, especially monsters, because the reviewing mod didn't personally see the "value" of it.
