Their great! I think Aragorn would have more whites, greys, and blues in his outfit instead of all red, Gandalf's robes would be a bit more raggedy and less majestic, Gimli would definitely be wearing some armor. Other than that, perfect!
So, here's my guide to building Legolas as a D&D character. It requires a lot of houserules to explain how Legolas is so powerful despite being maybe level 15, at most. This is based off movie Legolas, BTW:
Race: No-brainer. He's a Wood Elf.
Class: Ranger. Though you can make an argument for DEX-based fighter, I'd say he's a ranger. Why does he know the Uruk-Hai are coming at Amon Hen before they arrive? Primeval Awareness (that's also why he says they should move on just before the Fellowship are attacked by goblins in Moria). His ability to make so many shots while Aragorn, who is the same level, can only get a couple of sword-whacks? Volley (Horde Breaker at lower levels). He can track like no-ones business (particularly evident in the Hobbit movie), and is great at dealing with orcs and goblins, trolls, wargs, and giant spiders because he's got Humanoids, Giants, and Monstrosities as his Favored Enemies; this explains why he doesn't want anything to do with Smaug, even though he's such a good fighter.
Ability Scores (at 1st level): STR 13 (he's pretty strong, even more so cause he's got prof in Athletics). DEX 18 (self evident). CON 15 (he barely ever gets wounded: you'd need some decent hp for that). INT 13 (he's pretty smart). WIS 16 (his nimbleness is only rivaled by his incredibly keen senses). CHA 11 (Legolas is a quieter person, so I figured he wouldn't have incredible Charisma).
Background: Legolas has his own background. I'd call it Elven Noble or something similar. He'd get the Acrobatics and Stealth skills, 20 gp, traveler's or fine clothes, a signet ring or something, and the feature would have the elements of being able to find extra food and remember terrain from the Outlander background, but in forest only, and the feature of a Noble, but with elves only.
Equipment: Hobbit: +2 longbow, Quiver of Ehlonna, Bracers of Archery, +1 leather armor, two +1 shortswords. LOTR: +3 longbow (from Lothlorien), Quiver of Ehlonna, Bracers of Archery, two +1 shortswords, Cloak of Elvenkind.
Class Stuff:This is a combo of the UA and PHB rangers. Assume all features are UA unless marked with an asterisk. Houserule that a Ranger can select any of the Favored Enemies from the level 1 feature when it improves at higher levels, that Legolas gets another Fighting Style at 2nd level, and that Legolas can choose a feat whenever he gets an Ability Score Improvement, or another AB Improvement. This is really OP, but so is Legolas, and I really can't find any other way to explain his versatility and power.
1st Level:
Take the Athletics (he can run for hours without getting tired, pull Aragorn and Gimli together up on a rope, and wrestle Bolg, who flattened all the big beefy mountain dwarves with high STR), Nature (No ones better), and Survival (he's a great tracker; see the Hobbit and the Three Hunters scene in LOTR) skills. He also gets Acrobatics and Stealth from his background, and Perception from his race. For your Favored Enemy, go with Humanoids (for goblins and orcs). And you get Natural Explorer!
2nd Level:
Take Archery and Dual Wielding for your fighting style. For spells, it's a bit trickier. For Legolas, it's best to think of his spells as a result of his natural elf magic and heightened attunement with his surroundings (in nature particularly). For example, Hunter's Mark is just Legolas focusing on one specific enemy and its weak points, hence the extra damage. I won't do a whole list of all his prepared spells, but some spells Legolas would have are:
Hunter's Mark, Pass Without Trace, Cure Wounds (we see every elf use this, so Legolas probably has it too), Detect Magic, and Lesser Restoration. He'd upcast most of these too.
3rd Level:
Take the Hunter conclave, and the Horde Breaker feature (as a DM, I always houserule that if class feature has multiple choices, a character can swap one for another when they level up. As such, I'd say Legolas swaps Horde Breaker out for Colossus Slayer at 11th level, when Volley renders Horde Breaker useless). Use the Primeval Awareness from the PHB, as it fits Legolas (as described above), while the UA one is entirely different.
4th Level: Bump DEX to 20, and take the Sharpshooter feat.
5th Level: Extra Attack! Yippee!
6th Level: Take Monstrosities (for wargs and giant spiders) for your Greater Favored Enemy.
7th Level: Take the Multiattack Defense feature; this explains why Legolas gets hit so rarely.
8th Level: Improve WIS to 18, CON to 16, and STR to 14, and the Fleet of Foot feature explains how Legolas moves so much in combat.
9th Level: No new features!
10th Level: Hide in Plain Sight. Very wood-elfy ability.
11th Level: Take the Volley feature! Legolas' ability to pull off as many shots as there are orcs he can see is his core ability.
12th Level. Bump CHA to 12, STR to 15, and take the Dual Wielder feat.
13th Level: No features.
14th level: Swap Vanish from UA for another Favored Enemy improvement. Take Giants (for trolls and ogres).
15th Level: Uncanny Dodge; more damage-negating.
And that's it! I don't think Legolas (or Aragorn for that matter, and they are the most powerful characters in the Fellowship) would be higher than 15th level, as Middle Earth has a low power level. You can take the Dual Wielder at 8th level and bump STR and CON at 12th instead, if you want.

How to Play Legolas in D&D!
