OK, this is how to play Bilbo as a D&D character (from my point of view, anyway). Bilbo is harder then say, Gimli, so let's see how this goes..
Race: Halfling, obviously. I'd say lightfoot, as he doesn't demonstrate any particular toughness and doesn't match the lore of stouts.
Class: Rogue. Thief subclass, specifically.
Ability Scores (at 1st level): STR 8 (Bilbi is NOT beefy), DEX 17 (he's really nimble and stealthy), CON 10 (he's pretty average), INT 14 (the Bilbo in LOTR would have like INT 16, but when he starts in the Hobbit, he's not the same scholarly wise guy that he is in LOTR. That happens during and after the adventure), WIS 12 (Bilbo has keen senses, though he does make some not-very-wise decisions), and CHA 11 (again, pretty average). The WIS is the hardest, as Bilbo has keen senses but not very much common sense, so I might just make the WIS a little lower... But then, even with Expertise in Perception, he would only have like +4 on it. So.... I'm stuck. Feel free to just do whatever you think he'd have.
Background: Hard one. Bilbo is just the average Hobbit (maybe slightly wealthier than most). It'd definitely be a homebrew background, something called Hobbit of the Shire or similar. He'd get proficiency in Stealth and... some other skill. (Tell me what you think it'd be). He'd get proficiency in cook's utensils (hobbits like their food and are certainly good at making it) and some other tool... Again, let me know what you think it'd be, I'm stuck on this. He'd get commoner's clothes, 10-15 gp, and a set of cooks utensils. His feature would be similar to the Folk Hero one, allowing him to find a place to rest, some food to eat, and other stuff from hobbits.
Equipment: Pretty easy, he's got the Mithral chain shirt, and Sting* (*by Gradiusguy1245)

1st Level: Take the Acrobatics (for climbing trees and stuff), Perception (his keen eyes), Sleight of Hand (for pickpocketing trolls), and Deception (for lying to the dwarf king about whether or not you have his fancy jewel) skills. Sneak Attack is a ability we see Bilbo use several times in the movie; when he one-shots that orc that's about to kill Thorin cause he snuck up on them, and in the BoFA, when he's sneaking under orc's legs (Halfling Nimbleness!) to stab them. I'd remove the Thieves' Cant ability; Bilbo most certainly does not have it.
