*Ive done either or. However, if they are powerful, its not an immediately obvious thing. Shoving a powerful thing in front of dnd players is either seen as a challenge, and will get targeted down and die, or targeting of something weaker. Either way, powercreep problems will ensue on either side. Rather than the power having to.build up, its best to have their plot be built over time*

*I just started homebrewing a world, and one of the gods is an emu. My brain is weird.*
*a rather imposing figure, standing at about 6'9" and clearly weighing near to 300 lbs. The figure has a single rough staff in his right hand, the top of which is adorned with some sort of humanoid skull. Glowing coldly within the eye sockets of the skull are two corundum.
Draped across his shoulders is the pelt of a mighty winter wolf, the head of which rests on his right shoulder. He has several handaxes and knives strapped on his belt and in special sheathes and holders on his upper legs and forearms. Battle-scarred leather armor bound in strips of some metal covers his chest, and pieces in similar condition protect his legs and arms. Covering the upper two thirds of his face is a rough-hewn wooden mask covered in woad and etched with arcane runes. His thick hair is black, and a little bit greasy, and hangs down to his shoulders in back. A pair of javelins stick out over his shoulders as well.*
