I feel like medicine expertise is an easy thing to give at a lower level.
For the various maneuvers, I'd think of giving it may then just pro-bonus uses. I'm just thinking about how a common complaint with the Arcane Archer is the limited number of arcane shots. And since the Battle Surgeon seems to riff off the Battlemaster a lot, that class for example gets more superiority dice per short rest. Granted the surgical strikes have some features that are a bit stronger so I can see some reduction.

Coronet fun fact: I enjoy taking a character I really enjoy from one form of media and then create alternate versions of them that would feasibly exist in other media that I like.
Also Fun Fact: I also like turning favorite shows into alternate universes where the main character was turned into a horror monsters and the other characters are forced to travel around derelict underground scientific facilities trying to survive the monster and uncover what happened to the facility and how the monster was made, which is always a sad tale.

These are all really cool ideas. I like developing elaborate backstories for my D&D worlds, including some rival adventuring parties the PCs might run into or at least hear about sometime.
