Guys what kind of government would exist in a dieselpunk dystopian eldritch horror novel? I am fresh out of ideas
What kind of dystopia are you going for? Do you want the government to be serving the eldritch horror or do you want them to genuinely fighting against it, but losing their humanity in the process?
So the whole thing is that the government is trying to keep the people "safe" and "happy" by keeping then from knowing the truth about the eldritch beasts, and all around the world are outposts where the Technomancers live, who's whole job is to keep the monsters from ever reaching the walled cities. So not necessarily a bad government, but also not good as they're hiding it from the citizens.
With that kind of setting, I'd lean towards inspiration from communism/fascism. Have an emphasis and serving the state (it'll make you happy) above personal pursuits. Possibly have the leadership be led by scientists and other experts that are set on their view being the correct one. (Funding [flawed] studies/etc to get the results they want. Suppressing studies that don't support what they say. Saying they alone know what's right and that everyone else should just trust the experts.) Definitely lean into censorship and labelling of those that posit eldritch beings as conspiracy theories, even popularizing more outrageous things to conflate things are wholecloth not true with the true ones. (So maybe your sane conspiracy theorists are like "Hey, there's eldritch beings." but the popular idea of conspiracy theories is "Hey, there's eldritch beings doing ballet to suck our life force and grass is a sign of their existence that's engineered to give us cancer." Then the common mockery is of the crazy idea that grass is cancerous, allowing the government to ignore the people that realize eldritch beings exist.)
Yeah, I was leaning into more things like communist or fascist or maybe even socialist, but socialism does seem a bit too 'good' for the setting
