I'm looking for information on whether Tasha's Cauldron of Everything will change racial restictions on older feats, for example, "prodigy" will be avaliable to all races?
There has been no indication that this would be the case. That said, there wasa non-race-specific feat in a UA document that granted expertise. We'll see if it makes it into the full release on Tuesday.
A lot of racial feats don’t lend themselves easily to removing race requirements, mechanically or thematically, without significant rewrites (Dragon Fear?). But Prodigy would be a good one to open up, fingers crossed.
If Tasha's was going to change rules on existing abilities, I would have expected them to have been listed as part of the recent Errata that changed a few spells (and other things) prior to Tasha's publication.
And it follows the pattern that they have taken with 5e. They will not change things people have already bought, but they will offer new options that are essentially fixed versions of old stuff.
Some of the older leaks seemed to indicate something like this might be implemented for custom lineages, but I couldn't find any recent information on it.
Edit: just checked what is known, there seems to be nothig about racial feats that I could find, we'll probably have to wait for release to know for sure.

I'm going to make this way harder than it needs to be.
Practiced Expert is a much better version of Prodigy, without racial restriction.

But this new feat is not an Errata, it’s something new.
