Despite being listed as Wizard spells in the Player's Handbook, neither Augury nor Divination appear as options for a Wizard's spell selection in the character builder.
Tasha's Cauldron of Everything added Optional Class Features, one of which gives Wizards additional spells like Augury and Divination. But you need to own/have access to the full book of Tasha's, then enable Optional Class Features in the character's HOME | Preferences, and then on the Class section of the Builder, use the Optional Feature Manager tab under your class to checkbox the OCFs you want to enable.
Note that those spells are not added to the "Wizard spell list", having levels in Wizard allows adding them to their list.

Neither of those spells is listed as Wizard spells, they are Cleric spells. Are you sure you checked the correct list?
