I give up. Nothing is working. I've tried creating a null lvl 3 feature and hiding it from sheet and builder. I've tried duplicating a lvl 2 feature exactly. Neither is working. I cannot publish my druid subclass. This thing is just broken.
Take a look and if that doesn't help, please provide a link to your homebrew subclass (it doesn't need to be published for a moderator or staff to be able to take a look).
It didn't help. Circle of Stone has features for all required levels, including the one for which it does not have an actual feature. I've tested and you can't even clone an existing subclass without it throwing up the same error.
I took a look and at first glance, the reason why you're running into that error message is because you have subclass features mapped for levels 3 & 4. Druids only receive subclass features at levels 2, 6, 10, and 14.

According to DnDBeyond, druids also receive a class feature at 3, and you are forced to take one. Moons use it to switch from CR 1 to CR Level/3, which I obviously can't do because the scaling is Level/4.

Can you clarify where you're seeing a Druid subclass option at level 3? Moon Druids gain their Combat Wild Shape feature at level 2 (along with normal Wild Shape features, however Combat Wild Shape overrides the standard Wild Shape).
Sorry, my bad, they get their second Circle Forms at 6, to change from CR 1 to CR lev/3. Again, not an option for me. And you still can't publish them for lack of a lvl 3 feature.

The Circle of Land Druids get their “Circle Spells” feature at 3rd level and because of that homebrew Druids say they don’t have the correct levels to publish without a 3rd level feature.

That's what I mean - you can only publish features at the specified levels - if you have any features at any level other than when subclass features are granted (so for Druid, you can only have subclass features at levels 2, 6, 10, & 14). Having features at any other level (ie level 3 or level 4) will result in that error message.

right, and even if I removed - somehow - the need to change the displayed CR, it STILL wouldn't let me publish because I don't have a lvl 3 feature.

I do sincerely apologize - I asked a few other members of the mod team and I'm completely mistaken with Druids not being able to have a level 3 subclass feature (in fact they do need it). However, your subclass does have a feature at level 4 - which would trigger that error message. Let me know if the issue still happens after removing the level 4 feature.
Hokay, I moved it to 3, and the error disappeared. It doesn't help that it's now gonna display the wrong value of CR now and I have no way of fixing that elegantly.

But WHY does homebrew druid subclasses require level 3? It's not mentioned as a Druid Circle feature on the the Druid Table. None of the subclasses have a feature that specify its a 3rd level feature. It can't be the Circle Spells feature some of the subclasses have, Circle of Spores and Circle of Wildfire specifically say the Circle Spells feature is a 2nd level feature. Circle of the Land is the only one that does not specify what level the feature comes on and I know programablely, having a feature at level 3 is the simplest way to code it into the system for those 3rd level druid spells. I would suggest making the Circle of the Land Circle Spells a level 2 feature, but I can see the argument of a feature showing up on your character sheet that literally does nothing till level 3. Chalk it up to early verbiage when the Circle of the Land was created and the bending over backwards to implement a poorly thought out feature in the system. But if you're going to require a 3rd level feature to not throw an error or be required for community publishing, it really should be reflected on the Druid Table.

There's a guide here that should help:

Re-save the whole subclass. The system only checks for compliance whenever the whole subclass is saved (not just the individual features)

I have, several times, the subclass, each of its features, each of their actions, and the subclass again. No dice.
