Ok I was just kind of annoyed because if it is to be used as a character creator and I can’t make my full character in a easy way without the $30 dollar purchase. I know it’s a first world problem but it’s my first time playing and I would like to have a pre made sheet for my first time and not have to spend a hour on it

If you know what background (or subclass, or race) you want to use, you don't have to spend $30 to have access to it in DnD Beyond. You can just purchase the elements you want. (in the marketplace, click on "view purchase options" in the box for the relevant resource.) If you ever decide to purchase the entire resource, the amount you've spent on individual purchases from it will be deducted from the price. So, you could by the background for $1.99, or the all the backgrounds from the PHB for a little more. (I own the PHB on DDB, so I can't see the bundle prices for subsections of the PHB). This would then reduce the price of the PHB by the amount you spent on elements from it.
If you're asking if you unlock content on here because you have a physical book, the answer is no, you don't get any content from owning a physical copy of a book.

Ok quick question when you buy books on this website do you get a physical copy of the books because it says address of residence. Purchases on D&D Beyond are entirely digital - there are no physical goods sent to you.
unpopular opinion: dnd beyond, roll20, world anvil, etc etc are all trash unless you are willing to spend an unreasonable amount of money on them and the "free to use" features are so limited it's insulting, especially right now when the outside world is a raging dumpster fire and people are looking for some extra escapism but do not have extra funds to spend on new hobbies and I think dnd beyond specifically out off all of the above listed should be super ashamed that they aren't doing more to provide for a community in need without nickel and dining them for everything. especially when ya know folk already spent thirty bucks on the phb and now I gotta spend another 30 just to use the hermit background on the character builder? gtfo!

Welcome to the world, things cost money, even digital things which apparently is a foreign concept to people. If you don't want to spend money on your chosen hobby then don't expect to be able to partake in said hobby.

Billing.
Are you talking about when you are checking out? The address is required to verify the card you are using to pay.
It's a requirement from the credit/debit card companies.

You do not have to spend $30 for the hermit background. You can homebrew it for free or buy just that background for $1.99.
