Indeed.... I expected it to be in as a Rules book selectable in the Compendium like SCAG and Volo's Guide.

And you can do that from the Spells Listing - under advanced filters use the Source and select the EEPC. You can use the other filters to show individual classes, etc.
I cannot seem to find genasi by simply searching for it in D&D beyond. If it is there it is not in an intuative place. It would be really nice to have these racial options available and as easily accessible as the others.
Edit: this is using the app. I can find it using the website but is super inconvenient to have to search multiple places. If EE were available as a compendium option it would be much easier to find.

EDIT2: you are indeed correct, there doesn't seem to be an "easy" way to find them in the app. That being said, the app is still in development, so I guess this will be addressed soon-ish
I believe a "simple" fix to this issue would be to just add an entry to the Basic Rules. Perhaps under the Appendices, or maybe an entry after them that is just EEPC with all relevant data.
Maybe even add the entry for the "sourcebook" as an easily clickable icon, but just have it redirect to the section in the Basic Rules (if it were added there) so people stop asking about it.
Easier to do a little work to "fix" the problem than to ignore it forever and get asked about it constantly. :)
note: I don't care, all the info is there, and I understand where and/or how to find it, but I still find people asking the same questions about this content currently (as of this post at least).
It's super annoying that there is not a listing for a source that has a name as if it were an actual book. For reasons I'm not going into I have not allowed the Elemental Evil Player's Compendium as I didn't consider it "core" I didn't know what it was or where I came from. It just showed up as an option and even when filtered out there are still pieces that show up for my players as such there are some elements that they have been using and as I don't have every rule memorized I didn't catch it until doing research for a campaign and tried to find the source. It took a Google search to find this thread since I can't find the "compendium".

Elemental Evil is part of the free content.

I havent purchased it. im talking about the free pdf with the aarakocra and spells. it doesnt appear in the compendium content when it probably should

The Aarakocra and the spells from Elemental Evil have been in the toolset and available for users for a couple of months now.

The flavour text from the Compendium is the section on races - each can be found in the Race section - https://www.dndbeyond.com/characters/races
If there was a compendium page it would literally be a couple of bullet points that redirect you to each appropriate race.
