After +6 years this issue is still not solved, especially for druid. Still have to make features of 2, 3, 6, 10 and 14 level, and even after adding those features it still states "This homebrew Subclass does not have the necessary class features with the correct required levels"...
im making a warlock subclass but what ever I do it keeps saying I dont have the correct levels but I have 1,6,10 and 14
Found a work around. You create a new sub-class, copy everything from the one who "doesn't have correct class levels", and now it works... It is still crazy how in +6 years this site couldn't fix a single bug...
I made a monk subclass and the features are unlocked at levels 3, 6, 11, and 17 which should be correct, but it keeps telling me that it doesn't have the necessary class features with the correct required levels. I don't know what I need to do to fix this.

I added features at levels 1, 6, 14, 18, tried adding placeholders. Clicked Save Changes below the information bar and similar stuff but it still tells me that it does doesn't have the required features? I even added mechanical feaures (modifiers and what not), but it just won't update T_T.

Are you sure you're making it for the 2014 Sorcerer?
You may have unintentionally chosen the 2024 Sorcerer which would require features at 3rd level, not 1st.

Alright, I tried remaking the class, but I can't seem to find what's wrong. Does sorcerer have some secret requirement to publish it?! I checked the FAQ, checked that I am using the Legacy Sorcerer class as base, I even tried to look at another class to see what I'm missing... But I just can't publish it??? I press the SAVE CHANGES button. The only thing I think I could be missing is maybe giving the sorcerer class options??? Idk, I'm just stumped.
Chiming in to let you know that for the first time, I have the same issue for the 2014 warlock. Features are set for levels 1, 6, 10, 14, nothing else, and all set to granted. Clicked "Save Changes" on the individual features and the subclass as a whole. Waited a day or so in case the system needs to update. Still getting the error.
EDIT: Seems to be an actual bug and not just me being stupid. To test it, I made another 2014 warlock subclass, this time not from scratch, but used the Celestial subclass as a template, just put in a description, didn't change any of the features. Also shows up as not having the necessary features at the correct levels.

It seems like this issue happens with homebrew subclasses for MCDM's Illrigger as well.
Put in features at 3, 7, 11 and 15, clicked on Save Changes and waited for a day. Still shows that the subclass does not have the necessary features with the correct required levels.
I'm trying to make a subclass for the 2014 wizard, but I'm getting this error message. The odd thing is, It's a new version of a subclass I had already published, and none of the features were changed. I tried making a new subclass to copy the information over, and it works until I add description text in Basic Information, which is when the error appears. Even with the default features, I still get the error.
Okey for people having this problem, i found a solution. i was making a 2014 Sorcerer and was getting the same message had the features at level 1,6,14,18, it was getting the same issue, tested some things around and as a joke i tried this and it worked.
Make one feature at level 1 and another at level 3, the others can be as normally levels 6,14,18. ill assume warlocks and clerics and any other class that had their subs moved from 1st to 3th level in 24 will have the same problem and hopefully the same fix, it for some reason thinks its both 14 and 24 so it needs a feature in each of those two levels.
its dumb, wotc probably messed things up and cant find or be bothered to fix the issue, so im here sharing.
Wotc, fix your stuff, dont make us find band-aid solutions to your bugs.

Solution if legacy (2014) subclass: Make a feature be at level 3 and another at level 2, that should allow you to submit it.
Solution if core (2024) subclass: the 2nd level feature has to be a 3rd level one, that should fix it
Reason(?): for 2024, Wizard Subs are at level 3 not 2, for some reason they assume a subclass is both 2014/2024 when making a legacy sub (dont know why) so it wants both a feature for level 3 and one for level 2

Are they all set to Granted? Not Additional or Replacement?

I'm now also getting "This homebrew Subclass does not have the necessary class features with the correct required levels" when I'm trying to publish a new cleric idea I had https://www.dndbeyond.com/subclasses/2331184-starlight-domain. This worked 3 days ago when i made a different one but now i can't publish it despite making it follow the exact format of my first one https://www.dndbeyond.com/subclasses/2288841-wrath-domain.
